MOS 2.0 in Poland: how to apply online for a residence card

From 27 April 2026, Poland changed how most people file for a residence card (karta pobytu). For the majority of grounds, paper applications no longer exist: filing runs through the state portal MOS 2.0. The postmark date does not save a late envelope — what matters is the date the voivodeship office actually receives it. If the package arrives after 26 April, it may never be registered as an application.
For some applicants this is convenience: no queue just to drop a folder. For others it is stress: you need a trusted profile (Profil Zaufany), a new account, clean scans, and control of official e-delivery. What changed on 27 April 2026
From that date, standard residence-card filings in Poland moved to a fully electronic channel. “They accept fewer paper files” is the wrong description — for most scenarios the paper path is gone. Official guidance is published on MOS and by UDSC. If you planned to “send it the old way”, first check whether your ground is still on the paper-exception list.
The practical effect is immediate: without MOS access, an electronic signature and a complete file set, you cannot submit. In parallel, sort out your PESEL, passport scans and, where needed, sworn translations of foreign documents. Portal readiness alone will not prevent the office from asking for corrections later.
How MOS 2.0 works
MOS (Moduł Obsługi Spraw) is the government module for foreigner case handling. You complete the form, upload documents, sign electronically and send the case to the voivodeship office. Old MOS accounts were not migrated: you create a new login via login.gov.pl with Profil Zaufany or another accepted e-signature.
Keep the boundary clear. MOS is a filing tool, not an automatic approval engine. It will not choose the correct legal ground for your residence permit, will not validate the logic of your evidence pack, and will not answer the case officer for you. Through the portal you file temporary stay, permanent stay, EU long-term resident status and, on a separate schedule, the CUKR card for people with UKR status.
Before you start typing, prepare a digital photo (JPG, min. 684×883 px, up to 2.5 MB), scans of all passport pages, fee proofs and ground-specific documents. For photos, DocPhoto Online helps resize to MOS requirements. Access to the portal itself is free; state fees and document preparation remain separate costs.
Paper exceptions that still exist
Not every situation moved online. Paper filing remains for intra-corporate transfers (ICT), long-term mobility within such transfers, family reunification when the applicant is outside Poland, and certain family members of Polish / EU / UK citizens under withdrawal-agreement rules — again when the person is not in Poland.
If you fall into an exception, you still file by post or in person at the chancellery. If not, prepare the electronic route. Mixing the two paths wastes weeks: a paper envelope may be ignored while your MOS profile is still empty. Representation documents can help in some steps, but the MOS application signature remains the applicant’s personal act.
Załącznik nr 1: why the Send button stays grey
For work, study, traineeship or volunteering grounds, MOS asks for the employer’s or organisation’s email. A link goes to that address; the counterparty opens it and completes Annex no. 1. The link is valid for 30 days. Without a signed annex, submission stays locked.
- the signer has no Profil Zaufany — the annex cannot be signed;
- the email has a typo — the link never reaches the right person while the 30-day clock runs;
- trying to bypass the flow by filling a PDF yourself and handing it to a director — each person must sign via their own link.
The system accepts a signed annex automatically and does not deeply check its substance. Errors surface later at the office or at fingerprints. A corrected annex can sometimes be brought to the visit, but you should not leave annex coordination for the last day. In larger companies this becomes a project of its own — exactly where experienced residence-card support saves calendar time.
After you submit
MOS issues UPO — an electronic receipt. Save it immediately with the PDF of the application and payment proofs. UPO confirms the system received the package; it is not the old red stamp.
An office clerk then reviews the filing. After review, zaświadczenie o złożeniu wniosku appears — the document that confirms lawful stay until a decision. Next comes an in-person appointment: fingerprints, signature specimen, original passport. Decisions and officer requests arrive via eDoręczenia.
From 2026, official correspondence with the office is electronic. A message counts as delivered even if you never open it. Miss a letter and you miss a deadline — a procedural risk for the case. Set up eDoręczenia together with MOS and do not rely on a private mailbox alone. When the officer asks for foreign civil-status acts, you often need apostille and sworn translation.
Temporary protection for Ukrainians in 2026
Parliament extended UKR status until 4 March 2027. Ukrainian nationals who entered after 24 February 2022 and hold PESEL UKR continue to stay under the temporary-protection framework as currently in force. From 5 March 2026 the temporary-protection document is officially called Dokument ochrony czasowej (replacing the earlier Diia.pl name) — essentially the same instrument with updated labelling and rules.
With UKR status you can work under the applicable rules without a separate work permit in many scenarios, run a business, use public healthcare, receive statutory benefits and enrol children in Polish schools and kindergartens. At the same time, many people already plan a move to a classic residence card or to the dedicated CUKR card as the next legalisation step.
CUKR card: a transitional tool
From 4 May 2026, MOS opened CUKR filings — a three-year temporary-stay permit designed as a bridge between UKR status and a standard residence card path. Typical conditions include continuous UKR for at least 365 days, status active on 4 March 2025 and on the filing date, plus a valid passport. If UKR was obtained after 4 June 2025, the conditions often fail — the case must be checked individually.
Starting a correct CUKR procedure earlier (when you actually qualify) can help the later clock toward EU long-term residence. Filing faster without a complete pack still stalls the case.

Before you send anything in MOS, walk through a calm checklist. Confirm the legal basis, match passport data with your travel document, and open every scan to make sure nothing is cropped. If you need a sworn translation or an apostille, finish that before upload — not after an office request. Also confirm your PESEL details and that your delivery address actually works.
- Build the file around your real basis: work, study, business, family reunification residence permit, or another path.
- Ukrainian nationals should compare a standard residence card (TRC) route with the CUKR residence card option when relevant.

MOS 2.0 (Modul Obsługi Spraw) is the main digital channel for many temporary residence card / karta pobytu applications in Poland. Before you create a case, write down three facts: your legal ground, the evidence that supports that ground, and the channel you will monitor after filing (email, MOS status, and — where used — e-Doręczenia).
