A general POA is a tool, not unlimited authority
A general power of attorney lets the principal appoint an agent to represent them within a defined range of legal acts. In practice, families, entrepreneurs and foreigners based in Wrocław often need this when they travel abroad, face limited mobility, or want a close relative to handle offices, banks or notarial steps locally. “General” does not mean “without limits”. Institutions reject wording that is too broad or vague, and the scope must be drafted with care.

The information below is general guidance. Scope, documents and costs depend on the principal’s situation, the purpose of the POA, and whether the document is created in Poland or abroad. We do not promise a notary appointment date or guaranteed acceptance by every institution. The notary, bank or office makes the final call.
What a general POA actually covers
General vs specific mandates
A general POA covers a wider, yet still described, set of acts. The agent may represent the principal at offices, submit applications, collect mail or sign documents within the listed scope. That differs from a POA for one transaction, such as selling a specific car or apartment where the asset must be identified.
In everyday speech people say “POA for everything”, but law prefers clarity. Notaries and offices expect readable limits. Better preparation means fewer questions at the appointment and lower risk of refusal.
Notarial form vs ordinary written form
Not every general POA must be notarial. Many administrative steps work with a written POA plus certified or notarially certified signature. Other acts, especially those that themselves require a notarial deed, need a notarial POA. Example: selling real estate requires a notarial POA even when the mandate sounds “general” in property matters.
If you are unsure which form fits your case, confirm before booking a notary. The wrong form means repetition, delay and extra cost.
When a general POA makes sense
Long absence from Poland
A foreigner or Polish citizen leaving for several months may need someone locally to collect mail, submit office applications or handle rental matters. A general POA can support that if the scope lists institutions and act types clearly.
Limited mobility or illness
When the principal cannot appear in many places, the agent acts within the granted powers. That is practical but requires trust. Exceeding the scope can invalidate the act or force a repeat visit.
Family and asset administration
Families often want a general POA for formalities around shared assets, inheritance or gifts. Remember that selling property or accepting an estate usually needs a specific or notarial POA, not only broad wording such as “property matters”.
Linking with other admin steps
A POA is rarely the only document. You may also need a PESEL number or residence registration (zameldowanie) before an agent can act smoothly. A sensible timeline connects those steps before the agent starts acting.
PESEL, identity and documents
PESEL number
Polish offices and banks usually expect a PESEL where the person can obtain one. A foreigner without PESEL is often asked to apply first because identification in transactions and official correspondence becomes easier.
If the principal is still settling in Poland, consider PESEL registration before scheduling a notary or bank visit. That does not guarantee speed, but it reduces formal delays.
Identity documents
Passport, residence card, ID card, civil status records. Foreign-language documents often need sworn translation. The notary or office decides whether the translation is complete and current.
Agent details
The agent should be an adult with legal capacity. The POA must include identifying data. It is also worth deciding whether the agent acts alone or jointly with the principal where that option matters.
General POA vs other mandate types
A general POA does not replace documents for specific acts. Banks often require their own POA template for account operations. Car sale needs a POA naming the vehicle. Apartment sale needs notarial form and precise property description. A child’s cross-border trip is another category entirely: parental consent or travel authorization, not a general property POA.
Before drafting, explain to ONE PLUS what the POA must achieve. Sometimes two documents are needed: a general mandate for offices and a separate bank or transaction POA.

Wrocław has many notary offices. The choice belongs to the parties, but experience shows that a prepared question list and document pack reduces visits and formal refusals.
POA created abroad
Consulate or local notary
When the principal lives outside Poland, the POA may be created at a Polish consulate or before a local notary abroad. The Polish notary or office will assess whether form and legalization meet requirements.
This is rarely a one-day process. Translation, apostille or superlegalization may be required depending on the legal system of the country where the document is made. Each country has its own rules, and a wrong document can delay the whole case by weeks.
Validity and revocation
A general POA can be revoked where law and the text allow. The principal should know how to file a revocation and when the agent loses authority. That matters when family relationships change.
Common mistakes before the notary visit
Wording that is too broad
An office or bank may refuse if the document does not show which acts it covers. List institutions, matter types and any limits.
Confusing general with notarial requirements
Some acts require notarial form. A simple written POA will not support a property sale or many notarial steps.
Inconsistent personal data
Different spellings of a name, birth date or address across passport, registration and contracts cause classic delays. Align data in the office first, including zameldowanie updates where needed.
Trust without control
The agent acts in the principal’s name. Choice of person and scope can have lasting effects. Do not sign “quickly” without reading the text.
Assuming one POA covers everything
Banks, tax offices, courts, notaries and starosty offices apply different standards. Separate POAs or attachments are often required.
