Why EU long-term resident cases stall
An EU long-term resident card usually crowns years of lawful stay. That is why silence from the office feels heavier than in a temporary residence file. The five-year period looks complete, income and housing seem ready, language proof is in the file, and still no decision arrives.
In 2026 voivodeship offices remain under heavy pressure. Digital filing made submission easier, not staffing. A case can freeze after fingerprints, after a reply to a document request, or simply with no inspector contact. Ordinary backlog is one thing. A frozen file is another.

Where offices dig deeper than applicants expect
Continuity of five years
The authority does not look only at the filing date. Trips abroad, gaps in status and periods without a valid basis of stay matter. A weak timeline often triggers repeated document requests.
Income, insurance, housing, language

Parallel procedures
A temporary residence renewal, employer change, family file or citizenship plan may run in parallel. Contradictions across those files often surface first in the resident case.
Soft pressure versus court complaint
Diagnosis before any letter
We start with chronology: filing date, acceptance proof, office requests, your replies, fingerprints, document validity. Only then do we choose a tool. Not every long wait needs court action.
Formal acceleration request
A formal request to expedite handling is a procedural step, not a magic button. The authority should respond and indicate the current stage. In many files this restores contact with the inspector. If the office is still waiting for your documents, the request may be premature.
Complaint to the province administrative court (WSA)
When softer steps fail and inactivity or undue delay is visible, we assess a court complaint. The court does not issue an EU resident card and does not replace the office. It reviews whether the authority handled the procedure lawfully. After a complaint, the office usually files explanations and the case often reactivates. That still does not guarantee a positive decision or a fixed timeline.
Risks of pushing a weak file too early
Activating a thin pack can expose gaps faster: incomplete income history, poorly explained absences, outdated insurance. Template complaints without dates and delivery proof rarely help. Emotional letters without legal structure waste time and may not move the file.
Family cases need separate strategy per person. Advancing a child’s file can help the household plan, but you should not copy one complaint text onto every related proceeding without checking documents and deadlines.
