Why foreigners in Poland need a PESEL number
If you have lived in Poland for more than a few weeks, you have probably hit the PESEL wall. The bank asks for it when you open an account. Your employer needs it for ZUS registration. The tax office expects it on your PIT declaration. NFZ requires it for healthcare access. Even signing up for Profil Zaufany, the Polish e-ID system, starts with a PESEL.
PESEL (Powszechny Elektroniczny System Ewidencji Ludności) is an 11-digit national identification number. It does not replace your passport and does not prove your right to stay in Poland on its own. What it does is link you to Polish administrative systems: tax, social insurance, healthcare, migration records.
For most foreigners, getting a PESEL is one of the first formal steps after arrival. Without it, many everyday procedures simply do not work.
What you can do with a PESEL
Once assigned, your PESEL number unlocks access to a wide range of services:
- opening a bank account with a Polish bank;
- applying for a residence card (residence permit);
- registering a business (JDG);
- filing tax returns (PIT, VAT);
- accessing NFZ healthcare;
- registering a vehicle;
- activating Profil Zaufany and submitting documents via ePUAP;
- receiving social benefits;
- enrolling children in school or kindergarten.
The list is not exhaustive. In practice, PESEL is requested by banks, employers, landlords, and virtually every public institution you interact with.

Standard PESEL vs PESEL UKR: know the difference
These are two separate procedures. Confusing them is one of the most common mistakes foreigners make.
Standard PESEL
Assigned to any foreigner who has a legal basis for registration in the population registry. Typical grounds include: address registration (address registration), residence card, employment contract, business registration, or tax identification needs.
The number is permanent. Once assigned, it stays in the system unless corrected by the office.
PESEL UKR (temporary protection status)
A special status for Ukrainian citizens, introduced in February 2022. Registration grants both a PESEL number and the right to stay and work in Poland without a separate work permit.
As of 2026, temporary protection for Ukrainian citizens has been extended until 4 March 2027. UKR status provides access to NFZ healthcare, social benefits (including the 800+ child benefit programme), the Diia.pl electronic document, and simplified procedures for children.
PESEL UKR does not replace a residence card. When the UKR programme ends, you will need a separate legal basis for staying in Poland.
Who can register for PESEL UKR
Not everyone qualifies. The office verifies eligibility.
Typically, UKR status is granted to:
- Ukrainian citizens who arrived in Poland after 24 February 2022;
- children of Ukrainian citizens;
- spouses of Ukrainian citizens;
- stateless persons who lived in Ukraine;
- foreigners with refugee status recognised by Ukraine;
- Ukrainian citizens who entered through other EU countries.
The trickiest cases involve missing border stamps or entry through a country other than Poland. The office may request tickets, proof of residence in Ukraine, birth certificates, or other supporting documents. The decision rests with the specific office, and practice varies between cities.
Step-by-step: how to get a PESEL
The procedure depends on your legal basis. There is no single universal path.
Where to apply
- office Miasta or office Gminy (most common);
- office Skarbowy (for tax identification);
- Wojewódzki office Pracy (in selected cases);
- Foreigners' department (for UKR registration).
Documents you will typically need
- valid passport or identity document;
- proof of legal stay (visa, residence card, UKR stamp);
- PESEL application form (application o nadanie numeru PESEL);
- proof of address (address registration, rental agreement with landlord consent);
- photograph (in some urzędy).
For UKR registration, additional documents may include proof of entry, children's birth certificates, and family relationship documents. Translations may be required if the office requests them.
Requirements differ by city and by clerk. What works in Wrocław may not work in Warsaw. ONE PLUS recommends verifying your document package before the visit, not after a refusal.
Can you get a PESEL without address registration?
A common belief: no address registration, no PESEL. In practice, this is not always true.
In many cases, the office assigns a PESEL without address registration if another legal basis exists:
- business registration (JDG) or tax identification;
- employment contract;
- residence card application;
- ZUS registration.
However, the office may still ask for address confirmation. Practice varies. ONE PLUS helps clients identify the most effective basis for their specific office.
Digital services after PESEL
PESEL is the key to Polish e-government. Details on gov.pl/cyfryzacja.
Profil Zaufany
Electronic identification for signing documents online and submitting applications via ePUAP. Activation through online banking, video verification, or a confirmation point.
Diia.pl
Electronic document for Ukrainian citizens with UKR status. Confirms legal stay, used at borders and in daily situations. Activation is linked to PESEL UKR.
mObywatel
Government app for digital documents and notifications. Functionality for foreigners may be limited compared to Polish citizens, but basic services are available.
Common mistakes that lead to refusals
From ONE PLUS experience with over 12 years of migration practice, most refusals stem from document issues, not from lack of legal grounds.
Frequent causes:
- mismatched data in passport and application (surname transliteration, typos);
- missing legal basis for PESEL assignment;
- applying at the wrong office;
- UKR registration without proof of entry;
- outdated or untranslated documents;
- address registration errors blocking number assignment.
If the office refuses, you can appeal. Timelines and procedure depend on the grounds for refusal. In practice, it is easier to prepare a correct package from the start.
Timelines: what to expect
In most urzędy miasta, the PESEL number is assigned on the day of application if documents are in order. You receive confirmation on the spot or by post.
UKR registration in busy urzędy (Warsaw, Wrocław, Kraków) may take from one visit to several weeks if additional documents are required. Profil Zaufany activation adds 1-3 days. Diia.pl is usually available within a few days after UKR registration.
Timelines are not guaranteed. They depend on office workload, document completeness, and your individual situation.
