Consular registration in Wrocław

ONE PLUS helps foreign nationals register with their consulate in Poland. We check which procedure applies, review your documents, complete the application and consular registration form, and prepare everything for submission to the correct embassy or consulate.

Our office is in Wrocław, and we also work remotely with clients throughout Poland. Most enquiries come from Ukrainian and Belarusian citizens who want to travel home in their own car registered in Poland. We can also assist citizens of other countries if their embassy or consulate provides a registration service.

Consular registration alone does not automatically allow you to cross the border in a Polish-registered car without paying import duties. The rules depend on your nationality, residence status, type of consular registration, ownership of the vehicle and the customs law of the country you are entering.

If you need consular registration for a journey by car, we look at the full situation before preparing the application. This includes checking the vehicle registration certificate, proof of ownership and the conditions that may apply at the border.

How ONE PLUS can help

Registering with a consulate may seem simple, but the requirements vary between countries and consular offices. The correct procedure depends on where you live in Poland, whether you need temporary or permanent registration, and which documents confirm your identity, address and right to stay.

Applications are often returned because of small but important errors. A name may be spelt differently across two documents, an address may be out of date, the photograph may be the wrong size or the application may have been sent to a consulate that does not cover the applicant’s place of residence.

We begin by asking why you need consular registration. This is particularly important if you plan to travel in a car registered in Poland, as the registration itself may not be enough to use a particular customs arrangement.

Once we understand your situation, we provide a document checklist, complete the required forms and check the supporting evidence. If the consulate accepts applications by post, we help you prepare the package correctly. If you need to attend in person, we explain which original documents to take with you.

ONE PLUS can prepare applications for embassies, consulates general and consular sections throughout Poland. The appropriate office depends on your nationality, home address, consular district and the service you need. You cannot always choose a different consulate simply because it has an earlier appointment available.

How much does consular registration support cost?

Standard service: 400 zł

The standard service includes an initial review of your case, a document check, completion of the application and registration form, preparation of the full package and clear instructions on what to do next. ONE PLUS normally prepares the documents within 5 to 9 days.

Express service: 500 zł

The express service includes the same work, but your case is given priority. The usual preparation time is 3 to 4 days.

These prices cover the work carried out by ONE PLUS. Official consular fees, postage, translations and any additional documents are paid for separately. Our preparation time should not be confused with the time the consulate needs to consider the application.

For Ukrainian temporary consular registration, the official fee is currently EUR 18 for the standard procedure and EUR 36 for express processing. The official processing times are 10 working days and 5 working days respectively. These amounts and timeframes are published in the Diia guide to temporary consular registration.

Booking a consular appointment is free. ONE PLUS does not sell appointments or places in a queue. Our fee covers the professional review of your case, preparation of the documents and practical help with the procedure.

If another country’s consulate follows a different process or requires additional work, we confirm the scope and price before we begin.

What is consular registration?

Consular registration records the details of a citizen who is living or staying outside their home country. The relevant embassy or consulate keeps information about the person’s identity, address abroad and type of residence.

The person is registered, not the car. A vehicle is not entered in a consular register and does not receive a separate consular status.

The connection with the car exists because a person’s residence and consular status may affect the customs rules applied when they enter their home country in a foreign-registered vehicle. This is why people often search for terms such as “consular registration for a car”, even though the registration applies to the driver or owner rather than the vehicle.

Consular registration may also be useful when applying for documents, using other consular services, requesting assistance abroad or receiving help during an emergency.

It does not replace a passport, Polish residence permit, proof of address, vehicle registration certificate, proof of ownership or customs declaration. Each of these documents serves a different purpose.

Consular registration for travelling in your own car

Many foreign nationals living in Poland buy and register a car here. When they decide to travel home, they need to check whether the vehicle can be brought into the country temporarily and whether import duties, a customs deposit or a written declaration will be required.

This is one of the main reasons Ukrainian and Belarusian citizens contact ONE PLUS about consular registration in Wrocław and elsewhere in Poland.

The rules are different for each country. Ukraine has a specific 60-day arrangement for certain Ukrainian residents who are temporarily registered with a Ukrainian consulate abroad. Belarus follows a different system, and temporary consular registration does not by itself determine the customs status of the person or the vehicle.

Before preparing your application, we check who owns the car, where it is registered, who will be driving it across the border and which type of consular registration is relevant. If the expected customs benefit is unlikely to apply, we explain this before you pay for a procedure that may not achieve the result you want.

Consular registration for Ukrainian citizens in Poland

Ukrainian citizens living in Poland can apply for temporary or permanent consular registration. Temporary registration is the option most commonly used by people who have not formally moved abroad on a permanent basis.

The Ukrainian diplomatic mission records the citizen’s personal details and address in Poland. The application should be sent to the embassy or consulate responsible for the area in which the applicant lives.

Official Ukrainian guidance allows applications to be made in person, through a legal representative or by registered post. The available method may still depend on how the relevant diplomatic mission organises its services.

ONE PLUS checks the current requirements before preparing the application. We do not assume that an old checklist found online is still valid or that every Ukrainian consulate in Poland follows exactly the same practical arrangements.

Travelling to Ukraine in a Polish-registered car

Under Article 380 of the Customs Code of Ukraine, a Ukrainian resident who is temporarily registered with a Ukrainian consulate abroad may bring one personally owned passenger car into Ukraine for up to 60 days in a calendar year without paying import duties.

This arrangement is not available automatically to everyone who has registered with a consulate. All legal conditions must be met when the vehicle crosses the border.

The car must belong to the person bringing it into Ukraine and must be registered in the relevant foreign country. The vehicle must be declared in writing at the border, and the owner must undertake to take it out of Ukraine before the permitted period ends.

The 60 days can be used during one visit or divided between several journeys. If the car remains in Ukraine for 20 days during one trip and 15 days during another, 25 days remain for the rest of that calendar year.

The limit is calculated from 1 January to 31 December. Renewing your consular registration does not reset the number of days already used during the same year.

The vehicle must leave Ukraine before the allowed period expires. It cannot be sold, dismantled, used for business purposes or passed to another person in a way that breaches the conditions of temporary import.

The official legal basis can be found in Article 380 of the Customs Code of Ukraine.

Who should the car be registered to?

Ownership is one of the main conditions for using the Ukrainian 60-day arrangement. The vehicle registration certificate and purchase documents should show that the car belongs to the person bringing it into Ukraine.

If the vehicle belongs to a spouse, relative, employer, leasing company or another person, a power of attorney may not be enough. Being registered with a consulate does not replace the ownership requirement under Ukrainian customs law.

Before we prepare the consular documents, ONE PLUS can review the vehicle registration certificate, ownership details and other relevant papers. This helps prevent a situation in which someone completes consular registration but only learns at the border that they cannot use the expected customs exemption.

If the car has not yet been properly registered in Poland, we can also advise you on the necessary vehicle formalities.

Temporary consular registration for Ukrainian citizens

Temporary consular registration is intended for Ukrainian citizens living abroad who have not formally completed the Ukrainian procedure for permanent residence outside Ukraine.

The standard registration period is one year. It may be extended to match the validity of a foreign residence permit, but it cannot exceed five years.

Applicants must confirm their identity, Ukrainian citizenship, place of birth and address in Poland. A Polish residence card, visa or another document confirming the right to stay may also be relevant. The exact requirements depend on the applicant’s circumstances and the current rules of the appropriate Ukrainian diplomatic mission.

A temporary residence card, permanent residence card or EU long-term resident’s permit may form part of the application, but no single document should be treated as sufficient without checking the full set of requirements.

ONE PLUS reviews the documents you already have and explains what is missing. This means you do not spend time collecting documents that are not needed while overlooking an important part of the application.

Permanent consular registration for Ukrainian citizens

Permanent consular registration is intended for Ukrainian citizens who have formally arranged permanent residence abroad through the Ukrainian authorities.

A Polish permanent residence card or EU long-term resident’s permit is not enough on its own. These documents confirm your right to live in Poland, but they do not replace the Ukrainian procedure for permanent residence outside Ukraine.

If you have permanent residence in Poland but are unsure whether the Ukrainian authorities have also recorded your permanent move abroad, this should be checked before choosing the type of consular registration.

The customs rules for someone recognised as permanently resident abroad may be different from those applying to a Ukrainian resident on temporary consular registration. We therefore check both the purpose of the application and the vehicle documents before preparing the case.

Documents needed for Ukrainian consular registration

The exact documents depend on the type of registration, the applicant’s age and their individual circumstances.

A typical application for temporary consular registration includes a completed application, a registration form, a valid Ukrainian passport for travel abroad, copies of the relevant passport pages, proof of address in Poland, evidence of the applicant’s place of birth, a photograph and proof that the consular fee has been paid.

The official photograph size for Ukrainian temporary consular registration is 10 × 15 cm. The face should occupy approximately 70 per cent of the photograph, and the background should be white. This is not the same as a standard 35 × 45 mm passport photograph.

If the application is for a child or a person represented by a legal guardian, documents confirming the representative’s identity and authority will also be required. Permanent consular registration requires additional proof that permanent residence abroad has been formally arranged.

The official requirements are available in the Diia government service guide. The practical submission requirements of the relevant consulate should also be checked before applying.

Proving your address in Poland

Proof of address is used to establish which consulate is responsible for your application. For people living in Wrocław, a Polish address registration certificate, known as a zaświadczenie o zameldowaniu, is usually the clearest form of evidence.

Other official Polish documents may be accepted in some cases. A tenancy agreement confirms that you rent the property, but it may not always be accepted instead of official proof of address.

If the address shown in your documents is different from the address entered on the application, the difference should be explained before submission. It is also important to check that the document is still valid and that all personal details are spelt correctly.

Applying to a consulate that does not cover your place of residence may result in the documents being returned. An available appointment in another city does not necessarily mean that the consulate there can deal with your case.

Ukrainian men aged between 18 and 60

Ukrainian men aged between 18 and 60 should check their military registration details before applying for a consular service.

Under the rules in force in August 2026, applicants in this group are generally required to present a valid electronic military registration document for verification. The document must be valid on the day of the appointment and must contain up-to-date information.

The electronic document is normally available through the Reserve+ application. It is no longer necessary to generate a new document within 72 hours of every consular visit, provided the existing document is valid and the information remains current.

There are specific exceptions set out in Ukrainian law. ONE PLUS checks whether this requirement applies before preparing the application. The current rules are explained by the Ukrainian Parliament Commissioner for Human Rights.

Ukrainian consular registration in Wrocław

Temporary and permanent consular registration for Ukrainian citizens in Wrocław is handled by the Consulate General of Ukraine.

The address shown in the booking system is plac Nankiera 7, 50-140 Wrocław. Before attending, you should check the current address, opening arrangements and submission rules. If an appointment is changed or cancelled, the information is usually sent to the email address used for the booking.

Appointments can be made through the online booking system for the Consulate General of Ukraine in Wrocław. It is important to choose the correct service and enter the details of the person who will receive it.

Each family member will normally need a separate appointment. If one person needs several different consular services, a separate booking may also be required for each service.

Consular registration for Belarusian citizens

ONE PLUS also helps Belarusian citizens living in Wrocław and other parts of Poland. Belarusian consular registration follows its own rules, so the Ukrainian procedure and 60-day vehicle arrangement do not apply.

Belarusian citizens who are still formally registered as living in Belarus may apply for temporary consular registration while staying abroad. According to the Embassy of Belarus in Poland, temporary registration can cover the period of the person’s stay abroad, up to a maximum of two years. The procedure itself is free of charge.

Permanent consular registration is intended for Belarusian citizens who have formally arranged permanent residence outside Belarus. Holding a Polish residence card does not necessarily mean that this status has also been completed with the Belarusian authorities.

Extra care is needed if the reason for registering is to travel to Belarus in a Polish-registered car. Belarus does not apply the Ukrainian 60-day rule. Temporary consular registration alone does not establish that a person is permanently resident outside the Eurasian Economic Union and does not automatically remove customs requirements.

Before preparing the application, ONE PLUS checks the type of registration required, the client’s residence status, Polish documents and available vehicle papers. We also explain which customs questions should be confirmed before the journey.

Consular registration for other nationalities

Our service is not limited to Ukrainian and Belarusian citizens. ONE PLUS can also help other foreign nationals living in Poland if their country provides temporary, permanent or general consular registration.

The name of the procedure, eligibility rules, documents and submission method vary from country to country. Some consulates accept applications by post or online, while others require the applicant to attend in person.

We first identify the embassy, consulate general or consular section responsible for your case. We then check the current procedure and prepare the appropriate forms and supporting documents.

We can assist with applications to diplomatic missions throughout Poland, but applicants cannot always choose any consulate they prefer. The office must provide the relevant service and have authority to deal with the applicant’s case.

How the process works with ONE PLUS

If your main reason for applying is to travel in a Polish-registered car, we also ask for the vehicle registration certificate and proof of ownership. This allows us to check whether consular registration is likely to help you achieve the intended result.

If you need to attend the consulate in person, we explain which original documents to take. If postal submission is permitted, we help you prepare the package. If the consulate later asks for a correction or additional document, we review the request and help you respond.

The final decision is always made by the relevant embassy or consulate. ONE PLUS cannot replace a public authority or guarantee that an application will be accepted. Our role is to prepare the documents properly, identify foreseeable problems and help you follow the correct procedure.

What happens after registration?

If the application is accepted, the applicant is placed on the temporary or permanent consular register and receives the form of confirmation issued by the relevant diplomatic mission.

For Ukrainian citizens, the current procedure involves recording the applicant’s details in the consular register and issuing confirmation. It is therefore not always accurate to describe the result simply as a stamp in the passport, as the form of confirmation may depend on the procedure used by the consulate at the time.

If you registered in order to travel to Ukraine by car, you must still prepare separately for the border. You may need your passport, confirmation of consular registration, vehicle registration certificate, proof of ownership and any other documents required for the journey.

The car must be declared in writing where required, and the owner must take it out of the country before the permitted period ends. Consular registration does not remove these obligations.

Updating or ending your consular registration

You may need to update or end your registration if you move to another part of Poland, change your country of residence, return home permanently or move into a different consular district.

Temporary registration may end automatically when its period of validity expires. Depending on the rules of your country, permanent registration details may need to be updated from time to time.

Leaving an old address on the register may cause problems when applying for other consular services. ONE PLUS can check whether you need to update your details, end your existing registration or apply again through a different consular office.

The Ukrainian 60-day arrangement does not apply to Belarusian citizens. A Belarusian citizen may be temporarily registered with the consulate for the period of their stay abroad, up to a maximum of two years.
