Our work does not end when the form is submitted. We obtain the case reference number, identify the responsible department and case officer, monitor official correspondence, prepare replies and provide updated documents when required.

If the application is taking unreasonably long, we consider which legal measures may be appropriate. Depending on the circumstances, we may submit a formal enquiry, a procedural reminder known as a ponaglenie or, where legally justified, a complaint to the Voivodeship Administrative Court.

Residence Permit Support

Applying for a Polish residence permit, commonly called a Karta Pobytu or TRC, involves more than completing an online form.

The Voivodeship Office examines the legal basis of your stay and checks whether the application accurately reflects your circumstances. It may review your employment contract, salary, qualifications, studies, business activity, family situation, health insurance, accommodation and financial resources.

The information in your application must also match the documents provided by your employer, university, company or family member. Even a genuine application can be delayed if the documents contain inconsistent dates, addresses, employment conditions or other details.

We provide legal support from the initial assessment until the decision. We can prepare a new application from the beginning or take over a case that has already been submitted.

We also assist clients who have received a request for additional documents, missed a deadline, changed employer, moved to a new address, changed university or experienced another important change while their application was pending.

How MOS 2.0 Works

MOS stands for Moduł Obsługi Spraw, the Polish government’s online system for immigration applications. The updated platform is commonly known as MOS 2.0 or MOS V2.

Since 27 April 2026, applications for temporary residence, permanent residence and EU long-term resident status have been submitted electronically through MOS. Paper applications filed after that date are generally not processed.

Previously, foreign nationals had to find an appointment, visit the Voivodeship Office and submit a paper application in person. The first stage now takes place online.

The applicant completes the electronic form, uploads a digital photograph and supporting documents, signs the application through login.gov.pl and submits it to the appropriate Voivode.

A lawyer or immigration specialist may help prepare the application, but the applicant must use their own MOS account and sign the form personally using an accepted electronic signature. Login details for Profil Zaufany or login.gov.pl should never be shared with another person.

Preparing Your Application

We begin by reviewing your passport, current immigration status, visa or previous residence card and the reason you intend to remain in Poland. We also check whether anything has changed that could affect your eligibility or documents.

Once we understand your situation, we identify the correct type of residence permit and prepare a personalised document list. We explain which documents you must provide, which documents must come from your employer, university or family member and which foreign documents require a sworn translation into Polish.

Before submission, we compare the information across the entire application package. Your name, address, position, salary, working time, contract period, place of work and other important details must be consistent in the online form, contract and electronic attachments.

For work-based applications, we communicate with the employer and explain how to complete the relevant electronic attachment in MOS. For student applications, we review the documents issued by the university or other educational institution. Applications based on business activity, family circumstances, permanent residence or EU long-term residence require different evidence and are prepared separately.

Once everything has been checked, we help complete the MOS form, upload the documents, coordinate the electronic attachments and prepare the application for signing. The applicant then signs and submits it through their own MOS account.

Residence Permit Types

The correct residence permit depends on why you live in Poland and what you plan to do during the requested period of residence.

Work-Based Residence

A temporary residence and work permit is one of the most common options for non-EU citizens employed in Poland.

The Voivodeship Office reviews the employment contract, position, salary, working time, employment period and documents provided by the employer. The employer must also complete and sign the required electronic attachment in MOS.

The information in the employer’s attachment must match the employment contract and the applicant’s form. We review the complete employment package and help the employer prepare their part of the application.

Student Residence

A student residence permit may be available to international students enrolled in an eligible programme in Poland. The correct legal route depends on the type of institution, form of study and duration of the programme.

We review the university certificate, tuition payments, health insurance, accommodation and financial resources. If the educational institution must complete an electronic attachment, we explain the requirements and check the document before submission.

Business Residence

Foreign nationals running a business in Poland may apply for residence on the basis of their business activity. Simply registering a company or sole proprietorship is not always enough.

The authority may examine the company’s revenue, expenses, taxes, employees, contracts and actual business activity. We review the corporate and financial documents and determine whether additional evidence is needed.

Family Residence

A residence permit may be based on marriage, family reunification, living with a family member or other circumstances connected with family life.

Depending on the procedure, the office may examine the family relationship, shared residence, health insurance, financial situation and the immigration status of the family member living in Poland.

EU Blue Card

The EU Blue Card is intended for non-EU citizens working in positions that require high professional qualifications.

The applicant must prove the required education or professional experience, hold a suitable contract and receive a salary above the applicable threshold. We review the position, responsibilities, qualifications, employment conditions and documents provided by the employer.

The complete application must show that the role genuinely requires advanced qualifications and that the current legal requirements are met.

Permanent Residence

Permanent residence is available only where the applicant has a specific legal basis recognised under Polish law. This may include Polish origin, a valid Karta Polaka, certain family circumstances or another qualifying status.

We assess whether the applicant meets the relevant conditions and prepare the documents required to prove the chosen basis.

EU Long-Term Residence

EU long-term resident status may be available to non-EU citizens who have lived legally and continuously in Poland for the required period and meet the additional conditions.

The application usually requires a detailed review of the applicant’s residence history, income, health insurance and evidence of Polish language knowledge. Some periods of residence may be counted in full, some only partially and others may not be counted at all.

Choosing the correct type of permit is essential. If the application does not match the applicant’s actual circumstances, the case may be delayed or end with a negative decision. We therefore review the legal basis before preparing the MOS form.

After Submission

After the application has been submitted successfully, MOS generates an official electronic receipt known as UPO. This confirms that the Voivode has received the electronic application and should be saved by the applicant.

UPO alone does not necessarily confirm that your stay remains legal. The Voivodeship Office must first review the application and confirm that the relevant formal requirements have been met.

If the application was submitted during legal stay and meets the required formal conditions, a separate confirmation is generated in MOS. The office then registers the case and begins the administrative proceedings.

This is when the main part of our case management begins. We obtain the case reference number, identify the responsible department and check whether a case officer has been assigned.

If the application is still waiting to be allocated, we monitor this stage and submit appropriate enquiries. Once a case officer has been assigned, we maintain official communication, monitor progress, provide updated documents and respond to requests.

Our aim is to prevent the application from remaining inactive because of a missing document, an unanswered request or an overlooked deadline.

Biometrics and Originals

Submitting an application online does not mean that the entire procedure can be completed remotely. In most cases, the applicant will still need to attend the Voivodeship Office in person.

During the appointment, the applicant may need to present their original passport, provide fingerprints and show the originals of documents uploaded to MOS.

The appointment is arranged by the Voivodeship Office. We review the summons, explain what it means and tell the client which original documents to bring.

Official Correspondence

Submitting a residence permit application through MOS 2.0 does not necessarily mean that all further communication will take place in one online account.

The correct way to send documents and receive official correspondence may depend on the Voivodeship Office, the type of application and the instructions given by the case officer.

In many cases, additional documents, written explanations, procedural requests and ponaglenie are still sent through Poczta Polska. Important correspondence should be sent by registered post with proof of posting or delivery so that the filing date can be confirmed if necessary.

Some correspondence may be handled through e-Doręczenia, Poland’s official e-Delivery system. This service has the same legal effect as formal delivery, but immigration cases may also be subject to specific procedural rules and the technical arrangements used by the relevant office.

Not every department handles electronic correspondence in exactly the same way. It should not be assumed that every procedural document can be submitted effectively through e-Doręczenia.

Before sending anything, we confirm which channel should be used in the particular case: MOS, e-Doręczenia, registered post through Poczta Polska or another official method specified by the office.

Ordinary email is not always accepted as a legally effective way to submit a procedural document. We therefore use a method that provides reliable evidence of when the document was sent and received.

Case Officer Requests

During the proceedings, the case officer may ask for additional documents, corrections or written explanations. This may happen because the original package was incomplete, the information is inconsistent or the applicant’s circumstances have changed.

We review each official request and explain exactly what needs to be provided. We prepare the response, collect and check the documents and submit them through the correct official channel within the deadline.

If a request is unclear or goes beyond the usual document requirements, we assess it from a legal perspective and prepare a reasoned explanation where necessary.

Missing an official deadline can have serious consequences. The application may be left unexamined, the proceedings may be delayed or the case may end with a negative decision. Monitoring correspondence is therefore an essential part of comprehensive legal support.

Application Delays

No lawyer or immigration adviser can guarantee the exact date on which a residence decision will be issued because the timetable is controlled by the public authority. However, this does not mean that an applicant must wait indefinitely without taking action.

Once the case has been registered, we check its progress, contact the responsible department and case officer and determine which procedural steps have already been completed. If necessary, we provide updated documents without waiting for another formal request.

If the office fails to deal with the case within a reasonable or legally required period, we may prepare a formal enquiry or submit a ponaglenie concerning inactivity or excessive delay.

After reviewing the full case history and completing the required procedural steps, we may also prepare a complaint to the Voivodeship Administrative Court. The complaint concerns the authority’s inactivity or the excessive length of the proceedings. It is not made personally against the case officer.

The court may order the authority to take action and determine whether the delay violated the applicant’s rights.

The appropriate strategy must be chosen individually. Submitting the same complaint in every case does not guarantee a faster decision and may not be legally justified. We first establish the actual stage of the proceedings and identify what is preventing the case from moving forward.

Existing Applications

We can review or take over a residence permit case at any stage. We examine the submitted MOS form, supporting documents, UPO, case reference number, official correspondence and any deadlines set by the Voivodeship Office.

After the review, we explain whether the correct residence basis was selected, which documents are missing and what should be done next.

Where necessary, we take over the case, contact the office, prepare a response to the case officer or begin the appropriate procedure for addressing unreasonable delay.

We also assist clients whose circumstances have changed since filing. This may include a new employer, a different position, a change in salary, a new address, a change of university or another development that may affect the application.

After the decision has been issued, we explain the final payments and the procedure for collecting the physical residence card.

Partial support is suitable for applicants who want to manage the case themselves but need professional assistance at a particular stage. This may include a consultation, document review, preparation of the MOS 2.0 application, assistance for the employer, a response to an official request, a ponaglenie or an assessment of whether court action is appropriate.

The exact scope of work, price and responsibilities of both parties are set out in the legal services agreement before we begin.

Required Documents

The required documents depend on the legal basis of the application.

A work-based application requires documents from both the applicant and the employer. A student application normally requires confirmation of admission or continued enrolment, information about tuition payments, health insurance and evidence of sufficient funds.

A business-based application requires evidence of the company’s activities, financial results, expenses and future plans. Family applications require documents proving the relationship and other circumstances relevant to the chosen procedure.

Permanent residence and EU long-term resident applications involve a detailed review of the applicant’s residence history, income, language documents and specific legal basis.

Most applications also require a valid passport, a compliant digital photograph, health insurance, confirmation of payment of the applicable government fee and sworn translations of documents issued in a language other than Polish.

We do not use one standard checklist for every client. A personalised document list is prepared after we review the applicant’s circumstances.

Digital Photo

A compliant digital photograph must be attached to the electronic application.

ONE PLUS has developed DocPhoto Online, a service that helps prepare an image in the required 684 × 883 pixel format. The user uploads a photograph and receives a file prepared for the MOS application.

Before filing, the photograph should also be checked for image quality, background, head position and compliance with the current technical requirements.

eDoręczenia is Poland’s official electronic communication system with government authorities. It has the same legal standing as a registered letter. All requests, notifications, and decisions from the Urząd are sent and received through this system.

Can the Karta Pobytu Be Obtained Entirely Online?

Yes. In 2026, the Karta Pobytu process can be completed online:

  • Submit your application via MOS v2.0

  • Send and receive documents through eDoręczenia

  • Manage all correspondence with your inspector remotely

In-person attendance is only required in cases specified by the Urząd, such as providing fingerprints.

How to Access eDoręczenia

You can log in to eDoręczenia on gov.pl using a Profil Zaufany – a trusted electronic profile.

You can create a Profil Zaufany:

  • In person at the Urząd (government office).
