Car registration is more than one starosta visit
Formal vehicle registration in Poland ends at the county starosta traffic department, but the path includes several layers: legal title, liability insurance, excise where applicable, document translations, owner PESEL number and VIN consistency. A foreigner buying a car in Poland or importing from Germany, Czechia or Ukraine often discovers a missing key document only at the office counter.

The information below is general guidance. Requirements, timelines and cost depend on vehicle type, country of origin, owner residence status and current office guidelines. We do not promise a specific plate issue date. The county starosta makes the final decision.
When vehicle registration in Poland is mandatory
A new owner must register the vehicle after acquisition if it is to drive on Polish roads with Polish plates. This applies to cars bought:
- from a Polish dealer or private seller;
- in another EU country and imported to Poland;
- from outside the EU after customs and tax procedure;
- through inheritance, gift or other legal transaction.
If the vehicle remains registered abroad and is not permanently used in Poland, obligations may differ. Confirm this before purchase.
The government publishes vehicle registration rules on gov.pl. Rules and forms are updated, so check current announcements before filing.
Owner documents: PESEL and registration
The starosta expects owner identification data consistent with passport and residence registration. A foreigner in practice needs a PESEL number before car registration. Without it or with name spelling mismatch the application often returns for correction.
If you plan to obtain PESEL, consider PESEL registration before signing a purchase agreement or visiting the traffic department. In many cases a sensible plan links registration, PESEL and vehicle registration in logical order.
The owner must also show proof of legal stay in Poland if the office requires it. UKR status, residence card or other stay basis affects the document set.
Vehicle documents and purchase agreement
Legal title and VIN
Registration is based on a sale agreement, VAT invoice or other document confirming acquisition. The starosta verifies VIN, make, model, year and previous owner data. Any mismatch between agreement and chassis plate requires explanation.
Country-of-origin registration certificate
When importing, the car should have a valid foreign registration certificate or substitute document accepted by the office. Plates from the origin country may be required for deregistration abroad before Polish registration.
Sworn translations
Agreements and certificates in a foreign language usually require sworn translation into Polish. Missing translation is a common reason for application refusal.
Liability insurance before registration
Liability insurance must be valid from the date the vehicle is allowed on the road or from the date indicated by the starosta. A registration application without valid insurance usually fails. Issue the policy after confirming VIN data and planned registration date, but before the office visit.
Excise and tax office
When importing a passenger car, an excise declaration at the tax office and certificate confirming excise payment are often required. Without this document the starosta will not register the vehicle.
Excise amount depends among other things on engine capacity and vehicle type. Import from the EU differs from procedure for cars outside the Union. Error in declaration requires correction and extends the case.
Registering a car from the EU
A car bought in Germany, the Netherlands or another EU member does not go through classic border customs clearance, but in Poland still requires tax confirmation, insurance, translations and starosta application. The foreign seller should deregister the vehicle or provide deregistration documents.
Before purchase verify vehicle history, VIN consistency and absence of lien or leasing. ONE PLUS helps assess documents before transaction but does not replace starosta or tax office.
Registering a car from outside the European Union
A vehicle imported from Ukraine, the USA or another non-EU country goes through fuller customs and tax procedure before registration. This requires documents confirming legal import, payment of customs and tax duties and meeting technical requirements for road use.
This path takes longer and needs earlier planning. Error at customs clearance stage blocks later starosta registration.
Visit to the starosta traffic department
After collecting the full document set you file the registration application at the competent county starosta traffic department. The clerk verifies:
- owner identity and data;
- legal title to the vehicle;
- liability insurance;
- excise certificate where required;
- consistency of vehicle technical data.
If the vehicle meets requirements, the starosta issues registration plates and certificate. In some cases prior technical inspection at a diagnostic station is required.
POA for vehicle registration
When the owner cannot personally appear at the starosta, a power of attorney may be granted to an agent. The document must name the specific vehicle by VIN and define scope, e.g. filing the registration application. Broad wording such as "car matters" usually fails.
POA form depends on starosta requirements. Some offices accept written POA with certified signature, others expect notarial form. ONE PLUS helps with checklist, but the notary drafts the deed.

Common mistakes before registration
Missing excise on import
Application without tax certificate returns for correction. Include excise in the plan before the starosta visit.
Inconsistent VIN in agreement
Different VIN numbers in agreement, registration certificate and on the vehicle block registration.
Foreign owner without PESEL
Owner without PESEL often must return after obtaining the number.
Agreement without translation
Foreign-language document without sworn translation is not accepted.
Unresolved lien or leasing
Encumbrances on the vehicle must be addressed before registration to the new owner.
