How this page differs from the general work-permit overview
ONE PLUS keeps three separate tracks for foreign employment. Mixing them creates the wrong expectations.
The general work permit page explains, from the employee’s side, which bases exist: a voivodeship permit, a work declaration, a notification for Ukrainian nationals, or work without a separate permit. That page focuses on personal status.
The work permits for staff service is for HR teams and companies hiring several people: PIP exposure, ZUS, offer letters, multi-hire filings.
This page is the narrower, heavier track: the voivodeship work permit issued by the voivode. Here we unpack types A-E, the employer document pack, typical office requests, and the link to a national D visa and a work-based residence permit.

What a voivodeship work permit means in practice
A voivodeship work permit confirms that a specific foreign national may work for a specific Polish employer on specific terms: job title, place of work, contract type, and period. It is not a universal pass to the whole labour market. The document is tied to the employer and the conditions. Changing company or material terms usually requires a new basis.
In practice this permit often becomes the foundation for:
- a national D visa;
- lawful start of work after entry;
- a later residence-card filing on work grounds through MOS 2.0;
- a stable HR status inside the company.
Validity may reach several years depending on type and facts. Validity of the issued permit and processing time for the application are different things. A one-to-three-year permit does not mean a decision in a week.
When the voivodeship track is the right one
This format is chosen more often when simplified tools do not fit, or when the company needs a longer, heavier legal foundation.
Typical situations:
- a third-country national with no access to a work declaration;
- long-term work for a Polish employer under type A;
- a management-board role under type B;
- posting from a foreign company (types C, D, E);
- the employer wants a clear path “permit → visa → residence card”;
- HR already tried a simplified route, but the case fails on nationality, role, or employment model.
If the company is still being set up, close JDG or Sp. z o.o. registration first and put bookkeeping in place. Without a correct employer status, the voivode pack often stalls at the start.
Types A-E: what employer and employee must understand
Type A
The most common scenario: work under an employment or civil contract for a Polish employer. Job title, pay rate, place of work, and match with the company’s real activity are critical.
Type B
Used when the foreign national manages a company as a board member or in a similar management role. Confusing type B with ordinary hiring is risky: the document pack and justification logic differ.
Types C, D, E
They cover posting and work for a foreign employer on Polish territory. These cases are rarer but harder on paperwork: corporate links, a clear posting model, and precise duties.
Choosing a type is not about which label sounds better. It is a legal qualification of the real work model. An error at this step almost always produces requests or a refusal.
How this differs from a work declaration and a notification
A work declaration is available for nationals of selected countries and goes through the labour office. In many regions it is procedurally faster, but it is a different tool with a different circle of persons and a different timing logic.
A notification on entrusting work to a Ukrainian national is often used when the person is already in Poland under special rules. It is not a substitute for a voivodeship permit “just in case”.

What the employer should prepare
The pack depends on type and voivodeship, but in practice almost always includes:
- company data: NIP, REGON, KRS or CEIDG;
- the employer’s application;
- the foreigner’s passport data;
- a draft contract or clear employment terms;
- job title, place of work, remuneration;
- proof of fee payment;
- qualification documents if the role requires them;
- extra annexes required by the specific voivodeship office.

How the procedure usually runs
- Check whether the voivodeship track is truly needed, not a declaration or notification.
- Choose type A-E for the real work model.
- Align job title, pay and place of work with the contract.

Visa, residence card and business links
D visa
The consulate looks not only at the existence of a permit, but at data quality: period, role, employer, travel logic. An error in the permit easily becomes a visa problem.
Work-based residence permit
Since 27 April 2026 filings go through MOS 2.0. The contract, employer annex, income, insurance and address must logically match what was in the permit. If the permit says one thing and real work another, the office will ask questions.
JDG, Sp. z o.o. and accounting
If the foreign national also considers business activity, separate employment from entrepreneurship. JDG and Sp. z o.o. are different bases. Stable reporting for employer and employee usually needs proper bookkeeping, otherwise ZUS and tax mismatches surface later. Contribution reference: zus.pl. Tax rules: podatki.gov.pl.
Mistakes that stretch cases for months
From ONE PLUS practice, what breaks is rarely “the form itself”, but the logic of the file:
- a type chosen for a preferred wording, not for real work;
- one pay rate in the contract, another in the application;
- a work address that does not match the branch reality;
- the employer letting the person start before a lawful basis;
- trying to “carry over” an old permit after a company change;
- no plan for visa and residence card, while the person already thinks “everything is done”;
- incomplete company papers: unclear KRS/CEIDG status, messy PKD.
