Visa without attendance is an exception, not the default
In a standard visa procedure the applicant submits documents in person, provides biometrics and attends a consular interview. In selected cases a representative may file the application or a different consulate may accept the case without full personal attendance, but only where local rules and consular practice allow it. There is no universal online visa without a visit for every national visa category.

When a filing without personal attendance may be considered
Representative with notarial POA
Some consulates accept visa applications through a representative if the applicant holds a valid notarial power of attorney with a clear scope of powers. The POA should name the visa type, applicant data and the acts the representative may perform on behalf of the principal.
Applicant lives outside the competent consular district
When the applicant legally resides outside the country where the competent consulate is located, another diplomatic post may accept the case. This requires proof of legal residence in that consular district and compliance with local policy.
Limited mobility cases
In exceptional situations the consulate may arrange a different form of submission, but that is an individual office decision, not an automatic right. Early contact with the consulate reduces the risk of rejecting an incomplete package.
Documents and formal requirements
Application form, photos and fees
The visa application follows the current form published by the Office for Foreigners (UDSC). Photos must meet consular technical rules. Consular fees follow MFA regulations. A representative files only within the limits of the POA.
Purpose of travel and supporting papers
Visa C (short stay) requires proof of travel purpose: guest invitation, booking, insurance, financial means. Visa D (long stay) links to a residence basis in Poland: work, studies, business, family reunification. The package must match the declared purpose.
Notarial power of attorney
A visa POA should be notarial, include applicant and representative details, list acts (filing, passport collection) and validity period. A POA made abroad may need legalisation or apostille.
MOS system and application registration
Online registration
Many consulates start with registration in the visa system (MOS). The applicant or representative books an appointment or document slot. Without a slot the process cannot move forward.
Biometrics and interviews
Usually the applicant must provide fingerprints in person. If biometrics were already taken in Schengen within a defined period, the consulate may waive repetition, but that is case by case. Consular interviews normally involve the applicant directly.
Common mistakes when filing without attendance
POA wording too broad
A POA for general administrative matters without naming visa acts is often rejected. The notary and consulate expect precise wording.
Inconsistent document package
Different travel dates in the form, invitation and tickets, missing insurance for the full stay or insufficient funds are frequent refusal grounds.
Mixing visa C with visa D
Visa C does not authorise long-term stay or work outside narrow exceptions. Visa D requires a legalisation basis in Poland after entry. Choosing the wrong visa type in the POA and form leads to rejection or a new filing.
Linking PESEL and registration after entry
An applicant planning a later residence card often needs a PESEL number and residence registration (zameldowanie) after arrival. Visa D may precede a citizenship application or a court complaint in another matter, but the visa itself does not replace those procedures.

Wrocław does not host every national consulate, but Lower Silesia clients often use posts in Berlin, Prague, Kyiv or Warsaw. Early preparation reduces formal rejections.
Visa refusal and next steps
A refusal does not automatically end the case. The applicant may appeal or file a new application after fixing gaps. Appeals require analysis of grounds and deadlines. ONE PLUS helps assess strategy but cannot guarantee a changed consular decision.
