Vehicle deregistration in Poland: support from ONE PLUS
Vehicle deregistration in Poland is available in specific circumstances, such as selling or taking a vehicle abroad, handing it over to an authorised dismantling facility, theft or permanent loss. We begin by identifying the correct procedure. A car sold to a buyer in Poland is not normally deregistered. The seller usually needs to notify the authority of the change of ownership instead. An overseas sale, export, dismantling or theft is handled differently. Establishing this at the outset prevents an incorrect application and unnecessary visits to the office.

When a vehicle can be deregistered
Polish law provides a closed set of grounds for deregistration. The most common are an overseas sale or export, delivery to an authorised dismantling facility, theft, destruction abroad and the permanent and complete loss of the vehicle. The owner must provide evidence of the relevant event.
The official Deregister a vehicle service lists the recognised grounds and supporting documents. A vehicle cannot simply be removed from the register because it is no longer being used or kept on private land.
Selling a car in Poland
If a vehicle is sold to a buyer in Poland, the former owner will usually submit a notice of disposal rather than an application for deregistration. The notice must be made within 30 calendar days. It is free of charge, but failure to meet the deadline may lead to an administrative penalty.

Selling a vehicle abroad
An overseas sale may provide a valid basis for deregistration. The authority will normally expect a sale agreement, invoice or another document showing that ownership passed to a person or business outside Poland.
Names, dates, the VIN and the vehicle details must be consistent throughout the file. A document in another language may need a sworn translation into Polish. We also check the ownership history where the vehicle changed hands several times before the registration record was updated.
Exporting a vehicle from Poland
Deregistration and temporary export registration are separate procedures. If the car is to be driven out of Poland, temporary registration, a temporary permit and red registration plates may be needed. These documents are generally issued for up to 30 days.
That period is the validity of the temporary registration. It is not a universal deadline requiring every deregistered car to leave Poland within 30 days. Before travel, the owner should also check the roadworthiness inspection, third-party liability insurance and cover in every transit country. The official procedure is available through ePUAP, with local guidance on the Wrocław municipal website.
Dismantling, theft and permanent loss
For a dismantled vehicle, the authority requires a certificate from an authorised dismantling facility or vehicle collection point. A receipt from an ordinary scrap dealer may not be sufficient. If dismantling or destruction took place abroad, the foreign certificate may need a sworn translation.
Following theft, the application is supported by police documentation and the owner’s statement. Permanent loss is a separate ground and may require further evidence and an environmental payment. We review these cases before filing so that the application reflects the actual circumstances.
Documents required
The exact list depends on the reason for deregistration. It will commonly include the completed application, the owner’s identity document, the vehicle registration certificate, registration plates and evidence of the relevant event. Examples include an overseas sale agreement, a dismantling certificate, police confirmation or proof of registration in another country.
All co-owners must take part or authorise a representative. ONE PLUS checks the VIN, ownership documents, signatures, dates and personal details, as well as any translation requirements. This detailed review reduces the risk of the authority asking for corrections or additional evidence.
Missing documents or registration plates
A missing registration certificate or set of plates does not automatically prevent deregistration. The owner may be able to submit a written statement explaining the loss and, where appropriate, further proof such as a police document.
The authority considers the facts of each case. The explanation must be accurate and consistent with the remaining evidence, so it is worth preparing it before the application is filed.
The vehicle is already outside Poland
A car can still be deregistered after it has left Poland, provided there is a valid ground and suitable evidence. This may be an overseas sale agreement, proof of export or confirmation that the vehicle has been registered in another country. The vehicle itself does not normally need to be presented at the Polish office.
If the owner is abroad, an authorised representative can usually handle the application. ONE PLUS can prepare an appropriate power of attorney and check whether foreign documents require a sworn translation, an apostille or legalisation.

Filing and follow-up
The application must be submitted to the authority responsible for the vehicle’s most recent registration. Depending on the office and the case, it may be filed in person, by a representative, by post or electronically. We monitor the process and help respond if the authority requests further information.
Official fees and processing time
There is an official fee of PLN 10 for the deregistration decision. A PLN 17 stamp duty may also apply to a power of attorney unless a statutory exemption is available. Translation, temporary registration and other related costs are charged separately when relevant.
A standard administrative case should normally be decided within one month, while a particularly complex matter may take up to two months. A complete application is often processed sooner, but no adviser can guarantee the issue date in advance. ONE PLUS confirms its service fee after reviewing the circumstances and documents.
Insurance after deregistration
Once the decision is issued, the insurer should be informed and provided with evidence of deregistration. The insurer then settles the compulsory third-party liability policy and any refund of unused premium in accordance with the policy and the date on which cover ends.
An ordinary sale is different because rights and duties under the policy may pass to the buyer. We explain what should be sent to the insurer and when, helping the client avoid continued charges or conflicting records.
Registering the vehicle again
As a general rule, a deregistered vehicle cannot be registered again. Polish law provides limited exceptions, including a vehicle previously sold or exported abroad and later returned to Poland, a stolen vehicle that has been recovered, a historic or unique vehicle, and certain agricultural tractors and trailers.
Anyone who may want to use the car in Poland again should consider this before applying. Deregistration has legal consequences that cannot always be reversed easily.
