Many applicants assumed digital submission through MOS 2.0 would shorten waiting times. In practice, new bottlenecks appeared:

- application marked as sent while proceedings have not truly started due to formal gaps.

Hidden reasons applicants often miss
The office may be waiting for a third party, verifying ZUS, address registration, or employment documents. A document request may have been sent but not received. Without active follow-up, you may only learn about the problem half a year later.
Typical internal delay factors include:
- no response to a document request within the deadline;
- outdated employment contract, insurance, or address registration;
- employer-side issues with MOS confirmation;
- errors in the application or attachments;
- address change not reported to the office;
- silence after fingerprints;
- internal office backlog with no inspector contact.
When acceleration tools actually make sense
Diagnosis first, action second
Not every long wait requires court action. Sometimes the right step is to submit updated documents or reply to an inspector's letter. ONE PLUS starts with chronology: filing date, UPO, document requests, fingerprints, correspondence, MOS employer status.

It can restore contact with the inspector, but it is not a guarantee of a quick decision. Timing matters: if the office is still waiting for documents from you or your employer, formal acceleration request may be premature.
WSA complaint: procedural control, not a residence permit order
A complaint to WSA challenges office inactivity or excessive delay. The court does not grant your residence card. It reviews whether the authority acted lawfully and within reasonable procedural limits.
After a complaint is filed, the office must submit explanations. In practice, proceedings often become more active: document requests appear, appointments are scheduled, the case moves forward. That still does not guarantee a positive decision or a fixed timeline. A complaint may be dismissed if delay was caused by the applicant or third parties.

Risks of the wrong complaint at the wrong time
Filing too early
If you have not answered a document request or your employer has not completed MOS confirmation, an inactivity complaint may fail. The court will see that the authority was waiting for required steps from your side.
Template complaints without evidence
WSA needs dates, UPO, copies of letters, proof of delivery, and a clear timeline. A generic internet template rarely works. A poorly prepared complaint costs time and court fees without procedural benefit.
Waking up a case that exposes weak points
A complaint can push the office to act, and that action may reveal documentation gaps: expired contract, missing insurance, incorrect data. That is why document review should come before escalation, not after months of passive waiting.
