Residence Permit in Wrocław in 2026

If you live in Wrocław under UKR status or the special act — the situation has changed dramatically. On 28 January 2026, the Senate passed a law closing the special decision regime for Ukrainians and moving the entire system to general rules. At the same time, from 27 April 2026, the application process itself changes. A residence permit in Wrocław is now processed exclusively online through the MOS v2.0 platform.

What Changed in 2026: The Law of 28 January

On 28 January 2026, the Polish Senate passed the law of 23 January 2026 without amendments. The essence is straightforward: the special support regime for Ukrainians is being wound down, and the system is transitioning to standard rules for all persons under temporary protection.

New regulations came into force on 5 March 2026. Temporary protection continues until 4 March 2027. But the longer you remain under transitional rules, the less predictability you have in your legalisation.

This is not the cancellation of protection. It is a signal: if you plan to live in Poland long-term, a residence permit in Wrocław is no longer something to put off.

New Application Process: MOS v2.0 and eDoręczenia

What Is MOS v2.0

MOS v2.0 (Moduł Obsługi Spraw Cudzoziemców) is the state platform through which all residence permit applications in Poland are submitted from 27 April 2026. Paper applications are no longer accepted in any voivodeship after this date. This includes Lower Silesia.

What Is eDoręczenia and Why It Matters

eDoręczenia is the state electronic correspondence system, legally equivalent to a registered letter with acknowledgement of receipt. All official communication with the office after the transition to MOS v2.0 is conducted exclusively through this system.

It is critically important to understand: a message is considered delivered even without being actually read. Documents are signed via ePUAP / Profil Zaufany.

What Happens If You Miss a Letter from the Inspector

Based on experience with similar systems — ZUS PUE, e-Urząd Skarbowy — the new platform means automated deadlines and a formal approach. There is no possibility of correcting mistakes after the fact.

Missing a response deadline is already a procedural violation. The result: decyzja odmowna, suspension of the case, or loss of legal status (art. 64 §2, art. 35 KPA).

Three Grounds for a Residence Permit in Wrocław That Actually Work

Residence Permit Through Employment — Pobyt Czasowy Based on a Work Contract

Suitable for those working under umowa o pracę, zlecenie, or B2B. You must provide documented proof of income, accommodation, and health insurance. The Lower Silesian Voivodeship’s decision will specify the exact employer, position, and conditions. All of this must be taken into account when preparing the application package.

Residence Permit Through Business — Pobyt Czasowy for JDG and Sp. z o.o. Owners

This works only if the business is genuine: actual turnover, contracts, paid taxes, and ZUS contributions. The voivodeship examines facts, not registrations. A business existing only on paper will not pass as a valid ground for a residence permit.

Residence Permit Through Study or Family Reunification

Study — requires enrolment at a Polish university, proof of financial means, and health insurance. Family reunification — requires documented ties through a spouse, children, or close relatives holding a Polish residence permit or citizenship.

Where to Submit Your Application

A residence permit in Wrocław is processed through the Dolnośląski Urząd Wojewódzki (pl. Powstańców Warszawy 1). From April 2026, applications are submitted exclusively via MOS v2.0 online. Appointment slots open in waves — DUW announcements must be monitored in advance. Card collection is a separate online appointment.

Delaying your application directly affects your long-term legalisation in Poland. It complicates the subsequent obtaining of an EU long-term resident card.
