Rezerv+ and exchanging a driving licence for a Polish one
If you are a man aged 18 to 60 and plan to exchange a Ukrainian driving licence for a Polish one — be ready for the fact that without the Rezerv+ app the process often cannot even start. Below we explain why this requirement appeared and what to do in practice.
Why this requirement appeared
Under martial law, Ukrainian legislation requires men of conscription age to confirm that their military-registration data are up to date whenever they request consular services abroad. Driving licence exchange is no exception. The state verifies that the citizen is registered and that the registry data are current.
Where exactly Rezerv+ is required
The requirement applies at two levels at once:
The Ukrainian side — SE “Dokument”, the passport service and consulates abroad when checking the authenticity of your licence and issuing other documents.
The Polish side — local offices when you submit a file for licence exchange. Since April 2026, a number of cities, including Wrocław, have officially added a Rezerv+ document to the mandatory package.
What if Rezerv+ does not work or is not updated
Sometimes the app is unavailable, the data are outdated, or login is blocked because there is no BankID. In that case offices may ask for an alternative military-registration document — a temporary certificate or a current-form assignment certificate. In practice, though, an electronic Rezerv+ document with a QR code remains the simplest and fastest confirmation. It is also worth checking your record in the UA licence database beforehand, so the file does not contain inconsistencies.
What to do if Rezerv+ shows a red bar — “wanted” status
A red bar in the app means that the Oberih registry has recorded an administrative proceeding — usually for failing to appear after a summons or for not updating data. This is not a simple notification. Until the status is resolved, you cannot submit documents for a driving licence exchange at the office or through a consulate.
You can resolve the situation in two ways — by paying an administrative fine and then closing the proceeding, or by appealing in court if the status was assigned by mistake. Simply deleting the app or ignoring the bar will not help. The record stays in the registry whether you open the app or not.

It is important to understand real timelines. Today, exchanging a Ukrainian licence for a Polish one in Wrocław takes about 2–3 months. Most of the wait is the Ukrainian consulate’s reply while it checks authenticity. Earlier it was sometimes possible to get a licence in 7–14 days. The procedure changed, and the consular stage now takes a large share of the total time. We do not promise a specific outcome or a fixed decision date — those depend on the office and the consulate.
That is why delaying status cleanup in Rezerv+ is a bad idea — every week of delay pushes the final result further out. The earlier you start, the sooner you can file a complete package for a Polish licence.
The main points to remember
A Rezerv+ document is valid for only 72 hours from generation — do not prepare it several days in advance.
Update your data before going to the office or consulate, not after.
If the app shows restrictions, “wanted” status or a red bar — resolve that status first, and only then file for licence exchange.
If access to Rezerv+ is blocked because you have no Ukrainian bank account — there are lawful ways to obtain a QES remotely and enter the system without travelling to Ukraine. You can discuss the details in a legal consultation.
Tip
Do not leave Rezerv+ data updates for the day you file documents. Make sure in advance that the app works, the data are updated and the status is clean — this saves weeks of waiting and repeat bookings at the office.
