Katowice Voivodeship Office: Address and Applications
13.10.2026

If you’re applying for a Polish residence permit in Katowice, it’s surprisingly easy to end up at the wrong address or follow instructions that were correct a year ago but are no longer valid. The Silesian Voivodeship Office handles residence matters across a large part of the region. Yet its main building is not the same place as its foreigners’ department, and applying for a permit is no longer the same as booking an appointment to submit a paper form.

The photograph shows the main building at Jagiellońska 25. Immigration appointments take place at the separate office at Damrota 16.

The key change came on 27 April 2026, when Poland introduced electronic applications through the new MOS portal for the main types of residence permit. You generally submit your application online, then wait for the relevant voivodeship office to arrange any required in-person checks. Collecting the finished residence card is a separate step.

This guide explains the practical side of dealing with Śląski Urząd Wojewódzki w Katowicach: which building to use, how MOS works, when fingerprints are taken, what the fees cover, how to enquire about a pending case, and when it is sensible to book card collection. Information has been checked against official Polish sources as at 13 October 2026.

Where is the immigration office in Katowice?

Start with the purpose of your visit, not simply the address shown in search results. There are three relevant locations.

AddressWhat it’s used for
ul. Damrota 16, 40-022 KatowiceWydział Spraw Cudzoziemców (Foreigners’ Affairs Department): identity checks, fingerprints, original documents and residence card collection
ul. Jagiellońska 25, 40-032 KatowiceMain Silesian Voivodeship Office building and official correspondence address
ul. Jordana 18, 40-043 KatowiceIntegration Centre for Foreigners, providing general information and guidance

The distinction matters. A letter addressed to Jagiellońska 25 does not mean an appointment to provide your fingerprints will take place there.

Damrota 16: the Foreigners’ Affairs Department

Śląski Urząd Wojewódzki w Katowicach
Wydział Spraw Cudzoziemców
ul. Konstantego Damrota 16
40-022 Katowice

The department moved to Damrota 16 in May 2024. Applicants whose cases are handled by the Katowice branch attend this building when the office requires an in-person appearance. That may involve checking your passport, taking fingerprints, collecting a specimen signature or inspecting original supporting documents.

Finished residence cards are also collected through the appropriate branch. However, an appointment for a particular procedure may be required. Do not assume you can simply arrive at the reception desk and complete whatever step is outstanding.

Find the department’s confirmed address and contact details on the Silesian Voivodeship Office website.

Jagiellońska 25: headquarters and postal correspondence

Śląski Urząd Wojewódzki w Katowicach
ul. Jagiellońska 25
40-032 Katowice

This is the administration’s main building and the correspondence address listed for the Foreigners’ Affairs Department. Other departments also operate here, including those responsible for certain citizenship and Polish Card matters.

It is still a useful address, but do not treat it as a postal alternative to the new MOS application process. Different rules apply to initial permit applications, subsequent correspondence and procedures specifically excluded from MOS.

Jordana 18: help understanding the procedure

Centrum Integracji Cudzoziemców
ul. Jordana 18, fourth floor, room 403/5
40-043 Katowice

A public information point for third-country nationals has operated here since 2 January 2026. It is a useful place to ask about residence routes, paperwork, completing application forms and practical next steps.

Tuesday08:00–19:00
Wednesday08:00–16:00

The centre does not decide residence applications and is not a substitute for the officer dealing with your particular case. Confirm the service and hours before travelling: official information point page.

The foreigners’ helpline operates on working days from 07:30 to 15:30.

Before you ring, find the reference number from your correspondence, called the sygnatura sprawy. If you have not received one, ask how the office can identify your application. When emailing, give your name as recorded in your passport, the reference number if available and a specific question.

For example, “Has an appointment for my identity check been arranged?” is more useful than “Why haven’t I got my card yet?”. Avoid attaching unnecessary scans of sensitive documents to an ordinary email.

Applying for a Polish residence permit in Katowice: the 2026 rules

The way to submit a standard residence application changed nationwide on 27 April 2026. Under the electronic system introduced in connection with Article 225a of the Polish Act on Foreigners, applications for the following permits are submitted via MOS, Moduł Obsługi Spraw:

  • a temporary residence permit (zezwolenie na pobyt czasowy);
  • a permanent residence permit (zezwolenie na pobyt stały);
  • an EU long-term resident’s permit (zezwolenie na pobyt rezydenta długoterminowego UE).

This means you do not normally need to secure an appointment to hand in an initial application in person. You complete, sign and submit it electronically. Sending the old paper form to the office by registered post is not an acceptable substitute for these standard new applications.

One detail catches people out: a paper application posted before launch but not delivered to the office before 27 April 2026 is not dealt with under the old rules simply because it was posted earlier.

There are exceptions. Certain applications involving intra-corporate transfers or specified family-related cases where the relevant person is outside Poland still follow their own procedures. Registering an EU citizen’s residence, replacing a physical card or dealing with a pending pre-MOS application should not automatically be treated as a standard new permit application.

The safest starting question is therefore not “How do I book Katowice immigration office?”, but “Which procedure am I actually applying under?”

See the official MOS launch notice.

How to submit an application through MOS

The online form is only one part of the preparation. Your legal basis for residence, supporting documents, signature method and, where applicable, third-party attachments must all be ready.

  1. Choose the appropriate permit. Employment, studies, family circumstances, business activity and permanent residence have different conditions.
  2. Create an account in the new MOS portal. Accounts from the previous version were not transferred.
  3. Sign in personally via login.gov.pl and complete the relevant application in Polish.
  4. Check the details carefully, particularly passport information, address and the stated purpose of residence.
  5. Add the supporting documents for your application. Some applications require a separately signed attachment from an employer or university.
  6. Upload the required payment confirmations. MOS itself is not a payment gateway.
  7. Sign electronically using an accepted method, such as Profil Zaufany, a qualified electronic signature or podpis osobisty, and submit the application.
  8. Save your UPO, the official electronic receipt, and keep a copy of the submitted application.

A saved draft is not a submitted application. Nor should you give an adviser or intermediary your login.gov.pl credentials. Preparation can be supported by a specialist, but the applicant must carry out personal authentication and signing where the law requires it.

For the detailed process and exemptions, read the Office for Foreigners MOS questions and answers.

Applying on the basis of employment: check the employer’s part early

For a temporary residence and work permit, your employer has a role within MOS. You enter the employer’s email address, and the relevant person receives a link to the electronic attachment. They must complete it and sign it with an accepted electronic signature.

If the employer has not completed a mandatory attachment, you cannot finish submitting an application that requires it. This is why last-minute preparation is particularly risky for work-based cases.

Before the current period of lawful residence expires, check that your HR team has the correct email address, employment terms, job title and authorised signatory details. A ready passport scan and application form will not compensate for a missing employer attachment.

The Office for Foreigners’ employer guidance explains this requirement.

What happens after you have submitted your application?

Submission starts the administrative process; it does not finish it. The competent voivode will check the application and may call you in to verify your identity, see your original passport, collect fingerprints and a specimen signature, or request additional evidence.

You cannot choose your mandatory fingerprints appointment from a calendar in the new MOS portal. The office dealing with the application sets the appointment and tells you how and where to attend. If your case is handled in Katowice, that will generally mean the department at Damrota 16, subject to the instructions in your actual notice.

UPO versus zaświadczenie: don’t confuse the two

UPO (Urzędowe Poświadczenie Odbioru) confirms that an electronically submitted application was received. It proves electronic delivery, but not automatically that every condition governing lawful residence has been satisfied.

After the relevant checks and approval of the application by the voivodeship office, a separate zaświadczenie potwierdzające złożenie wniosku becomes available through MOS. For applications under the new process, this has replaced the passport stamp traditionally associated with a properly lodged residence application.

Why does the distinction matter? A timely, formally compliant application can have consequences for the legality of your continued stay while the case is being examined. However, permission to remain, permission to work and permission to travel are separate questions. Neither UPO nor the certificate should be treated as a visa or a replacement residence card for travel around the Schengen Area.

Fingerprints and in-person appointments at Damrota 16

Once you receive a formal summons, wezwanie, read it in full. Some letters schedule a visit while also requiring particular original documents or further information. Bring what the letter asks for, not simply your passport and a photograph.

If you cannot meet the stated deadline, do not ignore the request. Find out what formal steps are available in your circumstances. An unannounced trip to Damrota 16 is unlikely to resolve an appointment the office was supposed to arrange.

How to provide additional documents and deal with a wezwanie

It is quite normal for the authorities to ask for updated evidence during a residence case. Examples include an amended employment document, proof of income or insurance, an explanation of inconsistent figures, or information following a change of address.

A crucial 2026 detail is that MOS is not a general messaging service between applicants and case officers. Once an application has been submitted, further correspondence must follow the procedure and delivery method applicable to the case. Electronic official delivery may take place through e-Doręczenia.

The Silesian Voivodeship Office’s official e-Doręczenia address is:

AE:PL-14603-15693-ECFGD-26

An ordinary email with a scanned attachment is not necessarily a valid formal submission. Depending on the document, the office may require an electronic signature, certified copy, original or another approved form of delivery.

A wezwanie is not merely a reminder. Check the date it was served, its deadline and every item it requests. If the officer asks for both a revised employer document and an explanation of a mismatch in salary figures, providing the revised document alone may not answer the whole request.

Use the wording of the actual notice, not a generic checklist found online. The MOS official FAQ explains the communication rules.

How to check the status of a residence permit application in Katowice

After applying online, you may understandably expect a dashboard showing every stage of your case. However, MOS is not a full case-tracking service. An electronic acknowledgement is not the same as an update from the officer examining your evidence.

For a case handled by the Katowice department, you can enquire via:

Helpline: +48 780 100 935
Email: [email protected]

Include your reference number, the date you applied and a clear question. If you have received a formal notice, respond using the process set out in that notice rather than relying on an informal email.

A short Polish enquiry you can adapt

This is a straightforward request for information, not a substitute for a formal procedural letter where one is required.

Booking a visit: application, fingerprints or card collection?

These are three different situations, and they have different appointment rules.

What you need to doHow it is arranged
Submit a standard new residence permit applicationApply via MOS, no booking for initial submission
Attend mandatory identity checks and fingerprintsWait for the office’s summons with the appointment details
Collect a finished residence cardCheck that the card is ready, then book the appropriate collection appointment

How to collect a residence card in Katowice

For cards being collected from the Katowice branch, use the official booking system.

Before booking, call +48 780 100 935 to check that your card is physically available at the branch. The office warns that bookings may be cancelled when no decision has been issued, the card has not arrived or the same person has made duplicate reservations.

Collection is generally in person with a valid identity document. Additional rules apply to minors and their legal guardians. Booking itself is free of charge, so you do not need to buy an alleged “queue slot” from a third party.

Read the official card collection guidance in English.

Which towns are covered by the Katowice branch?

The relevant branch is linked to where you actually live, not necessarily where your employer is based. In addition to Katowice itself, the local department covers cases from a number of nearby cities and districts.

These include Sosnowiec, Gliwice, Zabrze, Bytom, Chorzów, Tychy, Ruda Śląska, Rybnik, Dąbrowa Górnicza, Mysłowice, Jaworzno, Piekary Śląskie, Siemianowice Śląskie, Świętochłowice, Jastrzębie-Zdrój and Żory, together with the relevant districts of Będzin, Bieruń-Lędziny, Gliwice, Mikołów, Racibórz, Rybnik, Tarnowskie Góry and Wodzisław.

Two other branches within Silesia deal with residents of their respective areas.

Bielsko-Biała branch

ul. Piastowska 40, 43-300 Bielsko-Biała. It covers Bielsko-Biała and the Bielsko, Cieszyn, Pszczyna and Żywiec districts. Residence-related email: [email protected]. Collection booking.

Częstochowa branch

ul. Jana III Sobieskiego 7, 42-217 Częstochowa. It covers Częstochowa and the Częstochowa, Kłobuck, Lubliniec, Myszków and Zawiercie districts. Email: [email protected]. Collection booking.

The Silesian Voivodeship Office’s territorial guidance gives the precise division. If you move while your case is pending, check whether the competent office or correspondence arrangements have changed.

Polish residence permit fees in Katowice: how much do you pay?

There are two separate government charges: stamp duty for the residence permit and the fee for issuing the physical card. They are paid to different recipients, and the amount of stamp duty depends on your application.

Type of applicationStandard fee
Temporary residence and workPLN 440
Temporary residence, common other groundsPLN 340
Permanent residencePLN 640
EU long-term resident’s permitPLN 640
Standard residence card issuePLN 100

Special fees or exemptions may apply to certain categories. A reduced residence card fee of PLN 50 is available in specified circumstances.

Stamp duty account, City of Katowice (Urząd Miasta Katowice):

Card fee account, Silesian Voivodeship Office:
67 1010 1212 0053 4022 3100 0000

For standard new applications through MOS, the relevant payment confirmations should be attached when applying. MOS does not take the payments itself. A cashless payment machine is also available at Damrota 16 for payments to the relevant public accounts.

Always check the bank details and the rate applicable to your precise procedure before making a transfer. The official permit fee page and card fee page are the authoritative sources.

How long does a Katowice residence permit decision take?

A universal processing-time promise would be misleading. The time taken depends on the legal basis of the application, completeness of the evidence, any additional checks and the office’s workload.

There is also a significant legal provision affecting cases in 2026. Under Article 100d of the Act of 12 March 2022 on assistance to citizens of Ukraine, as described by the Silesian Voivodeship Office, the running of statutory decision-making time limits in specified residence proceedings before voivodes is suspended, or does not begin, until 4 March 2027. This provision applies to the relevant categories of cases involving foreign nationals generally, not just Ukrainian citizens.

It does not mean residence decisions have stopped. Applications continue to be processed and decisions can still be issued. It does, however, restrict some of the usual legal responses to administrative inactivity or delay. Court decisions concerning aspects of these restrictions have not been entirely uniform.

Can you speed up a delayed residence case?

There is no reliable, automatic shortcut. A formal ponaglenie should not be presented as guaranteed to work in every case during the period covered by Article 100d.

Before choosing any action, check whether the application is formally complete, your personal appearance has taken place, all requests for evidence have been answered and the special rules apply. In genuinely exceptional, evidenced circumstances, such as humanitarian reasons, the office may consider a reasoned request for faster handling. Such a request does not guarantee an outcome or a deadline.

The office’s own guidance on delays and Article 100d explains its approach.

A positive decision is not the same as a ready card

People sometimes receive a favourable decision and immediately try to book collection. Yet the card still needs to be produced and delivered to the correct branch.

Confirm its availability first, using the helpline, then book the appointment. Take the required valid identity document with you. This simple check can save you a wasted journey and a cancelled reservation.

Polish citizenship and the Karta Polaka: a different department

Not every matter affecting foreign nationals is handled by the Foreigners’ Affairs Department at Damrota 16. The Wydział Spraw Obywatelskich, associated with the main building at Jagiellońska 25, handles relevant Polish citizenship procedures and matters involving the Karta Polaka.

Applying for recognition as a Polish citizen is not the same procedure as applying for temporary residence. Check the relevant department’s specific appointment and documentation requirements: Wydział Spraw Obywatelskich.

The CUKR residence card for eligible Ukrainians

A separate route opened on 4 May 2026 for eligible people holding PESEL UKR. The CUKR residence card, marked Poprzednio posiadacz ochrony czasowej (‘Previously a beneficiary of temporary protection’), documents a special temporary residence permit granted for three years.

CUKR applications are made electronically through MOS, but eligibility is based on specific conditions relating to UKR status at relevant dates and its required continuity. According to the current official procedure, applications may be submitted until 4 March 2027.

If the application is correctly completed with the necessary attachments, an applicant may only be called to the office when the finished card is ready for collection, rather than for a routine fingerprints appointment before the decision.

The official charges are PLN 340 in stamp duty and PLN 100 for the card. Do not confuse CUKR with PESEL UKR status itself or with an ordinary work-based residence permit. Full details: Office for Foreigners CUKR guidance.

Common mistakes to avoid when dealing with the Katowice office

Several mistakes are easy to prevent once you understand the difference between the procedure and the document. Travelling to Jagiellońska 25 when your summons says Damrota 16 wastes a visit. Posting an initial paper application that should go through MOS can have much more serious consequences.

Other familiar problems include treating UPO as proof of every immigration right, overlooking official correspondence while checking only MOS, assuming the employer’s attachment can be dealt with after submission, sending unsigned scans as formal evidence, or trying to collect a card that has not yet arrived.

The best paperwork is not necessarily the biggest bundle. Every document should demonstrate something relevant to the residence route you have actually chosen. Checking that connection at the outset is usually more productive than gathering every certificate mentioned on a discussion forum.

Residence permit assistance for Katowice: how ONE PLUS works

ONE PLUS supports people living in Katowice and across the Silesian Voivodeship with residence matters handled by Śląski Urząd Wojewódzki. We help clarify the appropriate immigration route, review the documents and application data, prepare for MOS and coordinate the employer’s part where required.

If you already have an open case, we can review official letters, requests for further documents, previous decisions and the procedural options available. We do not promise a guaranteed residence card or a particular decision date: only the competent Polish authority can make that decision.

The ONE PLUS immigration practice draws on the experience of Tatiana Vyborna, a specialist with over 12 years’ experience working on the residence and employment of foreign nationals in Poland. You can find details of her professional background in her ONE PLUS profile.

ONE PLUS is based in Wrocław, not at a separate Katowice office. We nevertheless assist clients whose applications are processed in Katowice and other Polish cities. Read about residence services in Katowice or contact the team.

Place of residence: Katowice, Kraków and fictitious leases

The competent authority is determined by the applicant’s actual place of stay. Living in Katowice while declaring a fictitious Kraków address to access another queue is not an acceptable shortcut: a forged tenancy agreement or false residence information may adversely affect the case and, depending on the circumstances, lead to criminal liability. A genuine move is different: notify the authority of your current address and establish how an existing case should be transferred. A lease or registered address (meldunek) without actual residence does not replace a genuine territorial connection.

We previously discussed local practice and territorial competence in our article on residence legalisation for foreigners in Katowice. Its waiting-time estimates and filing instructions should be read alongside the new MOS rules for 2026.

For document preparation, see our Polish residence card service and residence legalisation in Katowice. If your case is delayed, a review of options for speeding up a residence case can identify available steps without guaranteeing a decision date.

Frequently asked questions

Short answers to questions that most often come up in similar cases.
What is the address for residence cards in Katowice?

The Foreigners’ Affairs Department is at ul. Damrota 16, 40-022 Katowice. The main office and formal correspondence address are ul. Jagiellońska 25.

Do I have to book an appointment to apply for a residence permit?

Not for a standard new temporary, permanent or EU long-term residence application covered by MOS since 27 April 2026. You submit the application electronically.

Can I send my new residence permit application by post?

Not where the new mandatory MOS procedure applies. Some specially excluded procedures and later correspondence use different rules.

Where do I go to give my fingerprints?

For cases handled by the Katowice branch, the normal location is Damrota 16. The actual appointment date and place will be stated in the office’s summons.

Is there a way to check my residence application status online?

MOS does not show every stage of the administrative case. Contact the foreigners’ helpline on +48 780 100 935 or email [email protected], ideally with your case reference.

How do I book residence card collection?

First confirm that the physical card has reached the branch. Then use the Katowice booking page. Collection is normally in person with valid identification.

How much are the Polish residence permit fees in Katowice?

Common stamp duty amounts are PLN 340, PLN 440 or PLN 640 depending on the permit. Issuing the standard card usually costs PLN 100. Special rates and exemptions may apply.

I live in Sosnowiec. Will Katowice handle my application?

Generally, Sosnowiec falls within the area covered by the Katowice branch for relevant foreign nationals’ cases. The standard initial application is still made online through MOS.

Why has my residence application taken so long?

The reasons depend on the individual file. For specified categories of residence proceedings, special rules suspend the running of statutory processing time limits until 4 March 2027. That does not mean your case has necessarily stopped moving.

Where can I get free general advice in Katowice?

The information point at Centrum Integracji Cudzoziemców, ul. Jordana 18, fourth floor, room 403/5 offers general procedural guidance during its published opening hours.
