Exchanging a driving licence for a Polish one in 2026
2026 brought important changes for Ukrainians in Poland who need to exchange a driving licence. Without an active “Reserv+” app and a QR code from military records, submitting documents to a municipal office or a consulate is now practically impossible. Below we walk through the full process step by step — clearly and without unnecessary jargon.
Why and when you need to exchange a licence for a Polish one
Almost every Ukrainian who arrived in Poland after 2022 asks this question. The answer is straightforward: Polish law requires a foreigner who legally stays in the country for more than 185 days in a calendar year to exchange a national driving licence for a Polish driving licence.
The six-month clock starts from the date you receive a residence permit (temporary or permanent). After that deadline, a Ukrainian licence formally loses validity on Polish territory. The key date is not when you physically entered the country — it is the issue date of your residence document.
Driving with an expired foreign licence in Poland can lead to a fine from PLN 1,500 to PLN 30,000. If an accident happens, the insurer may refuse compensation, citing an invalid licence.
Who may still postpone the exchange
Ukrainian citizens staying in Poland under the Special Act on temporary protection (UKR status, PESEL UKR) could use a Ukrainian licence until temporary protection ended. That preferential period expired in early 2026, and the exchange duty now applies to everyone.
If you hold an ordinary residence card or a visa without UKR status, the duty arose earlier — six months after you obtained the residence document.
Ukraine is a party to the 1968 Vienna Convention on Road Traffic. That means you do not need a theory or practical exam to exchange the licence. The procedure is purely administrative.
Before April 2026: how it worked earlier
Until recently, exchanging a Ukrainian licence in Poland was clearly simpler. In most voivodeships a standard set was enough: passport, original licence, translation, photo, application and proof of the fee.

Gradual tightening of rules by voivodeship
The changes did not arrive nationwide at once. Different voivodeships introduced extra requirements at different times. Some offices already asked for military-record confirmation in 2024–2025; others still followed the old scheme.
2022 – 2023
A simplified regime for Ukrainians. Most offices accept a standard package without extra military documents.
2024 – early 2025
The Ukrainian consulate starts requiring an electronic military-record document (QR code from “Reserv+”) when verifying licence authenticity. Several voivodeships follow that approach.
April 2026 — now
Wrocław City Hall officially introduces a mandatory set: an application addressed to the Ukrainian consulate + a PLN 125 fee + a “Reserv+” document with a QR code. Similar requirements are spreading across the country.
From 1 April 2026, Wrocław’s Municipal Office formally switched to the new procedure. Filing without a confirmed “Reserv+” status and the matching consular application is no longer possible.
New requirement: Reserv+ and the military QR code
“Reserv+” is a mobile app of Ukraine’s Ministry of Defence that holds an electronic military-record document for people subject to call-up. For men aged 18–60 this document became mandatory for any contact with Ukrainian consulates abroad, including driving-licence exchange.
Men aged 18–60 must provide an extract from “Reserv+” confirming updated data. Without it, the consular section refuses to accept the exchange package.

What if “Reserv+” shows restrictions or “wanted” status
This is the hardest part. If you open the app and see a “red bar” or “wanted” status, the standard licence-exchange route is closed until that status is cleared.
Deleting the app does not fix the problem: the entry in the “Oberih” register remains, and fines can keep accumulating. The only proper path is to work with the relevant TCC through official channels to lift the restrictions.
If you cannot access “Reserv+” because you lack BankID or a Ukrainian bank account, there are lawful ways to verify identity remotely and obtain a QES (qualified electronic signature) so you can enter the system without travelling to Ukraine.
Entering the licence in the MVS Service Centre database
Many people do not know this requirement — and it often causes refusal or long delays. It means entering your Ukrainian driving licence into the database of Ukraine’s MVS Service Centre.
How it was before: opendata was enough
Until recently, the Polish side checked authenticity through the open opendata system — a public register where you could verify online whether a licence appears as issued. If the document “passed” that check, the consulate approved and the case moved on.
Why that is no longer enough
Today the picture has changed. An opendata record is necessary but no longer sufficient. When verifying authenticity, the Ukrainian consulate also asks for confirmation from the MVS Service Centre. If your licence is missing from the centre’s current database, the procedure is frozen.
A licence issued before MVS databases were digitised, or in regions with incomplete data migration, may physically exist and even pass opendata checks — yet still be absent from the service-centre database. That does not mean the licence is fake: the data simply were not synchronised. The issue is solvable, but it needs a separate request.
So the full “digital chain” for a successful exchange in 2026 looks like this: the licence must pass opendata + appear in the MVS Service Centre database + the holder (a man aged 18–60) must have a clean “Reserv+” status with a current QR code. How the exchange procedure works
The process splits into two parallel tracks: Polish (the municipal office) and Ukrainian (the consulate). They are linked — a delay on one side slows everything down.
- Update data in “Reserv+”
For men aged 18–60 this is the first mandatory step. Log in, update your data and generate the electronic military-record document with a QR code. It is valid for 72 hours, so create it immediately before filing. - Check that the licence is in the MVS database
Make sure the licence appears not only in opendata but also in the MVS Service Centre database. Otherwise delays appear at the consular verification stage. - Collect the full document package
Passport, original licence, translation (if needed), photo, residence card, consular application, PLN 125 consular fee, PLN 100 fee for the Polish licence. - Book and file at the transport office
Book online at the office linked to your registered address. In Wrocław use bez-kolejki.um.wroc.pl. Submit the full package. You keep the Ukrainian licence while the case is pending — you may still drive. - Wait for consular verification
The office sends a request to the Ukrainian consulate to verify authenticity. This is the longest stage — from several weeks to 3–4 months depending on workload. Direct contact with the consulate can sometimes shorten the wait. - Collect the Polish licence
After consular confirmation, the office issues the Polish driving licence. When you collect it, you must surrender the Ukrainian one — it is returned to Ukraine.
