
Adding a Ukrainian driving licence to the database of Ukraine’s Ministry of Internal Affairs
ONE PLUS helps verify a Ukrainian driving licence and, if the information is missing or contains errors, prepare an official application to clarify and enter the data into the Unified State Register of Ukraine’s Ministry of Internal Affairs. Such a check is often necessary before exchanging Ukrainian licences for Polish ones.
The problem is especially typical for driving licences issued before 2013. According to the explanations of the Main Service Centre of Ukraine’s MIA, information about such documents may not be available in modern electronic registers. The data was stored in archival materials of regional divisions and was not always transferred to the digital system.
If the Polish Wydział Komunikacji cannot confirm the issue and validity of the document, the exchange procedure may stop until a response from the Ukrainian side is received. An entry in the register does not replace the decision of the Polish institution, but allows you to provide officially verifiable information about your driving licence.

When data verification or updating is required
The service is useful not only to owners of older paper or laminated licences. First, we check a specific document, because the year of issue itself does not yet indicate whether there is a record and in what state the data is.
- the driving licence is not displayed in the Driver’s Account or the “Diya” application;
- the official verification service does not find the document;
- the Polish institution requested additional confirmation from Ukraine;
- the registry contains an incorrect surname, date of birth, series, number or category;
- after changing the last name, the details of the passport and driving licence do not match;
- it is necessary to prepare a document for exchanging a driving licence for a Polish one.
Which driving licences do we check most often

Driving licences issued before 2013
Information about older-format documents may not be in the electronic register. To clarify them, service center employees check archival materials and compare them with the owner’s documents.
Laminated driving licence
A laminated paper driving licence may be valid, but may not be displayed in electronic services. In such a situation, it is important not to draw a conclusion about invalidity from one online search, but to determine the official procedure for confirmation.
Pink plastic driving licences
Even the plastic format does not guarantee that all data is transferred without errors. We check personal information, licence categories and dates, and if there are discrepancies, we prepare documents for clarification.
Newer licences with data errors
The entry may not be displayed after a last name change, passport replacement, or technical error. In such cases, it is necessary to confirm the connection between old and current personal data.
What exactly does ONE PLUS check
- presence of a record by series, number and date of birth through the official service of the Main Service Centre of Ukraine’s MIA;
- correct first name, last name, date of birth and other personal data;
- categories of driving licences and dates of their opening;
- date of issue and validity period of the licence;
- consistency of the data in the passport, TIN and driving licence;
- letters and demands from the Polish institution, if the exchange has already begun.
You can perform an independent initial check on the official website of the Main Service Centre of Ukraine’s MIA. The service operates in trial operation mode, so the lack of results is not a final confirmation of the invalidity of the rights.
Which errors can be clarified
In practice, there are missing categories, an incorrect date of issue, an old spelling of a surname, an incomplete date of birth, or a complete absence of a digital record. The possibility of correction depends on the client’s historical data and documents. We do not create new categories or validate documents that have been revoked or not issued by a legitimate authority.
What is included in the service
- Preliminary check. We compare both sides of the driving licence, passport data, TIN and available entry in the register.
- Analysis of discrepancies. We determine what fact needs to be confirmed and what documents may be required from the archive.
- Preparation of the kit. We prepare an application, copies of documents, an explanation of the change in data and a power of attorney, if necessary.
- Official application. We send the documents according to the prescribed procedure to the competent unit of the service center of the Ministry of Internal Affairs.
- Support. We monitor the response and prepare an addition if the authority requests additional information.
- Transfer of the result. The client receives a response or confirmation and understands what documents to submit in Poland.
Required documents
- copy of the Ukrainian internal passport or ID card on both sides;
- copy of the first page of the foreign passport, if available;
- copy of driving licence on both sides;
- taxpayer identification number, Ukrainian taxpayer number (RNOKPP);
- document on change of surname or other data, if applicable;
- letter from the Polish institution, if confirmation has already been requested.

Service cost
500 PLN. The cost includes verification, preparation of the application, submission and support of the application, as well as administrative costs provided for this procedure. If, after the analysis, a separate archival certificate, translation, notarized power of attorney or additional procedure is required, the cost will be agreed upon before performing such actions.
Deadline
The estimated period is 7–14 days. It depends on the completeness of the documents, the availability of archival records and the response time of the Ukrainian authority. ONE PLUS monitors the application, but does not set the deadline for the decision of the government agency.

Making or updating an entry in the Ukrainian registry and exchanging for a Polish driving licence are different procedures. The final decision on the exchange is made by the Polish authority after checking all conditions.
