Address registration

Address registration for foreigners: we check the lease, owner consent and your stay basis before you visit the municipal office

ONE PLUS helps foreign nationals register a temporary or permanent address (zameldowanie) in Poland. We review the passport, residence basis, lease or other right to the property, the owner’s confirmation and the municipality responsible for the actual address.

We can help complete the form, prepare attachments and a power of attorney, and keep the spelling of the name, PESEL and address consistent with other records. If the owner will not confirm residence, we explain the available procedure and the evidence of actual occupation the office may require.

The client receives a filing-ready set and knows whether the case requires an office visit, online submission or additional administrative proceedings. This reduces repeat filings caused by an unconfirmed property right or inconsistent address details.

Why foreigners need address registration in 2026

In Poland, official address registration is called zameldowanie. In everyday English we talk about address registration or registering your place of residence. The idea is simple: the state records where you actually live. For Polish citizens registration is often optional in daily life. For a foreigner it is frequently the first administrative step that unlocks everything else.

In practice you need address registration when you plan to get a PESEL number, open a bank account, register with ZUS, apply for a residence permit, enrol a child in school, or handle certain social benefits. Offices look not only at your passport and visa, but also at whether your residential address is confirmed.

ONE PLUS has helped foreigners prepare address registration packages since 2018, in Wrocław and across Poland. We review the lease, the owner’s consent, the length of your legal stay and the consistency of your documents so a visit to the municipal office does not end in refusal or a second trip.

The information below is general. Exact requirements depend on the city, your stay status and the type of housing. The final decision is made by the office.

What address registration is and how it differs from a lease address

A rental agreement is not the same thing as address registration. A lease shows a private-law relationship with the owner. Address registration enters your data into the population register and creates an administrative confirmation of residence.

Temporary and permanent registration

Foreigners usually obtain temporary address registration. Its validity is typically tied to the lease term, visa or residence card. Permanent registration is less common and usually connected with a more stable stay basis.

Do not confuse:

  • the address in the lease;
  • a correspondence address;
  • the address in a residence permit application;
  • address registration at the municipal office.

The usual mistake is not registration itself, but writing the same address differently in the lease, registration form and residence application.

Who needs registration and within what deadlines

EU, EEA and Swiss citizens, and family members covered by the same rules, have 30 days after arrival to register if their stay will exceed 3 months. Other foreign nationals must register no later than the fourth day after moving to the address if they plan to remain in Poland for more than 30 days. Current rules and the document list are available on gov.pl.

Address registration matters especially if you:

  • arrived on a visa and rent a flat or a room;
  • move to another city and change address;
  • prepare a residence permit file and need proof of housing;
  • apply for PESEL and the office asks for registration;
  • plan to register a JDG and must state a business address;
  • want fewer contradictions in documents for the bank, school or ZUS.

Ukrainian citizens with PESEL UKR status also face address questions: temporary protection does not remove the need for clean registry data, especially when other procedures run in parallel. UKR status is extended until 4 March 2027, but that is not a reason to postpone address updates.

Where address registration is handled

The basic route is the municipal office (urząd gminy or city office) competent for your place of residence. This is not the voivodeship office that handles residence permits, and not a random foreigners’ desk. You need the authority that keeps the population register.

In-person filing and online options

An in-person visit remains the main path for most third-country nationals. Online registration through government e-services is usually available to EU and EFTA citizens and certain family members with suitable electronic identification. If you have no right to file online, trying to “do it on the internet” will not speed things up.

Before the visit it helps to:

  • check whether the office works by appointment or walk-in queue;
  • verify the document list on the gmina website;
  • prepare originals and copies;
  • arrange the owner’s presence if the office requires it.

Which documents are usually required

There is no single nationwide checklist. Most cases still rest on four building blocks.

You need a valid passport plus a stay basis: visa, stamp, residence card, UKR confirmation or another document showing lawful presence. If your stay ends earlier than the lease, the office may limit the registration period.

Proof of the right to use the dwelling

Most often this means:

  • a rental or lease agreement;
  • written owner consent to register the foreigner at the address;
  • a land-and-mortgage register extract or other ownership proof if requested;
  • sometimes a handover protocol or lease annexes.

If you live with relatives or in employer housing, owner consent and a precise address description are especially important. An informal verbal arrangement usually does not work for the office.

Address data

The address must be written the way the Polish register expects it: street, building number, apartment number, postal code, locality. A wrong flat number or postcode later blocks PESEL updates and correspondence.

Application and translations

The application is completed in Polish. Documents in another language may need a sworn translation. This is a frequent failure point in DIY filings: the lease exists, but the translation is missing or formatted incorrectly.

Official population-registration logic can be checked on gov.pl and on your gmina website. Practice in 2026 differs between large cities and small municipalities in booking systems, queues and consent details.

How address registration connects to PESEL, residence permits and business

Address registration rarely stands alone. It sits inside a wider legalisation chain.

PESEL

In many offices registration makes it easier to obtain a PESEL number. Sometimes a number can be issued without registration if another legal basis exists. If the same address later appears in other procedures, align the data from the start.

Residence permit

When you apply for a residence permit, the office assesses proof of housing. Registration is not always the only possible document, but it strengthens the file together with the lease and insurance. After MOS 2.0 went live, electronic packages became stricter about scan quality and address consistency.

JDG and company procedures

When you register a JDG, the business address and correspondence address must be clear. If someone lists one address in CEIDG, another in the lease and a third “for friends”, risks rise during inspections and business-based legalisation.

Common mistakes that lead to refusal or a wasted visit

From ONE PLUS practice, problems almost never come from “the office being unwilling”. Preparation breaks first.

Frequent mistakes:

  • a lease with no registration right or without owner consent;
  • an owner who cannot prove title to the property;
  • a lease shorter than the applicant expects, with dates left unchecked;
  • different address wording in the lease and the application;
  • missing translation of key lease pages;
  • registration left on an old address after a move;
  • attempts to use a “paper” address without actual residence.

Fictitious registration creates serious risks. If the address does not match real living arrangements, issues can resurface during inspections, residence procedures and official correspondence. We do not support schemes based on non-existent residence.

How ONE PLUS supports the process

We start with diagnosis, not with a blank form.

At consultation we review:

  • your stay status and deadlines;
  • housing type and the owner’s role;
  • whether a translation is needed and which consent form to prepare;
  • how registration connects to PESEL, a residence permit or JDG;
  • which office to visit and what to bring.

Then we prepare the package, check address wording, help complete the application and support filing if a power of attorney is needed or if you prefer a ready set for a self-managed visit. The ONE PLUS office is in Wrocław at ul. Piłsudskiego 43. We work with clients across Poland: on site and remotely at the document-preparation stage.

ONE PLUS has operated officially since 2018 and supports foreign nationals in Wrocław and across Poland. We do not promise that an office “must” register every address. We prepare the file to reduce refusal risk caused by formal errors.

What to check before you go to the office

Before booking or travelling to the gmina, run a short checklist:

  1. Passport is valid and data matches the lease.
  2. Your stay basis covers the registration period.
  3. The owner is ready to give consent in the required form.
  4. The address is written the same way in every document.
  5. Copies and, if needed, translations are ready.
  6. It is clear whether registration is temporary or permanent, and for how long.

If a residence permit filing through MOS 2.0 runs in parallel, align the address block in the digital package early. Otherwise the inspector sees conflicting versions of the same facts.

Frequently Asked Questions

Answers to common questions about the procedure, documents, and ONE PLUS support
Is address registration mandatory for foreigners?

For Polish citizens registration is often not a hard obligation in everyday matters. For foreigners the picture is different: you usually need to register your place of residence within a set period after arrival or after starting to live at the address. In practice this matters not only as paperwork, but as a foundation for later procedures. Without a consistent address, PESEL, banking, school enrolment and residence files become harder. Deadlines and details depend on citizenship and status. Before filing, check your gmina’s requirements and current rules on gov.pl. ONE PLUS helps you decide whether registration is needed now and which package to prepare.

What is the difference between temporary and permanent registration?

Temporary registration is time-limited and usually follows the lease, visa or residence card. Permanent registration connects to a more stable residence basis. Most foreigners obtain temporary registration. The choice is driven by documents and status, not by what feels convenient. If the lease is short, the office may register you only for that period. Align dates in the lease, owner consent and application before the visit. We check that logic so internal contradictions do not trigger a refusal.

Can I register without the owner’s consent?

Usually no. If you are not the property owner, the office almost always wants proof of the right to use the dwelling and the owner’s consent to registration. Sometimes the owner must appear in person or provide a notarial form: practice varies by city. Filing a lease without the right consent most often ends in refusal or a request for supplements. It is safer to confirm the exact consent format with your gmina and prepare it before the appointment.

Do I need address registration for a residence permit?

Registration is not always the only possible proof of housing, but it often strengthens the file and reduces follow-up questions. After MOS 2.0, offices look even more carefully at address consistency across the application, lease, insurance and scans. Different addresses increase the risk of document requests. Before an electronic residence permit filing, unify the address block. ONE PLUS checks this as part of case preparation, not as a separate tick-box.

How long does address registration remain valid?

Validity usually follows the documents: lease term, visa or residence card, and the office decision. There is no universal “registration forever” for every foreigner. If the lease is extended, registration often needs an update. If you move, the old address does not travel with you automatically. Mark the end date in your calendar and do not wait until the last day, especially if legalisation or a job change is running in parallel. When the address changes, plan updates to related procedures immediately.

Can I register in a room or at employer housing?

Yes, if the documents confirm the right to use a specific address and the owner gives correct consent. A room in a flat, employer housing or living with family can work, but the file must be transparent: what property, who owns it, for how long, who is being registered. Risk appears when the address is only “on paper” without real residence, or when the lease lacks apartment and date details. We review such cases separately and say clearly if the structure is weak for the office.

Do you help remotely across Poland?

The ONE PLUS office is in Wrocław, but we prepare documents for clients in many cities. Registration itself is usually done at the office competent for the place of residence. Where possible we help under power of attorney or prepare a full package for a self-managed visit. You cannot remotely “click a button and get registration in any city regardless of local rules”. You can prepare a sound package, align address logic with PESEL and residence procedures, and reduce the risk of a second visit. If you want address registration without document chaos, contact ONE PLUS. We will review the lease, owner consent and stay status, tell you what to fix before the office visit, and help you complete the process calmly. “Get
