When a stalled permit starts costing the business money
A voivodeship work permit is often the gate between an offer and a real start date. Once the application is filed and months pass with no decision, the company pays for downtime: empty shifts, delayed projects, a candidate who accepts another job.
That does not mean every file should be “accelerated” in week two. If the case is moving normally, premature hard letters rarely help. Acceleration makes sense when the office stays silent, no document requests arrive, or requests were already answered and the file still does not move.
ONE PLUS has operated officially since 2018, with more than 12 years of practice in migration and employment procedures. Office in Wrocław, clients across Poland. We help map where a work permit got stuck and which step fits. The voivode makes the final decision. We do not promise a date or a guaranteed outcome.
Cross-check current rules on praca.gov.pl and gov.pl/udsc. Business guidance is also published on biznes.gov.pl.
Why voivodeship work permits stall
Employer pack problems
Wrong job title, wage, workplace, period or company data. Incomplete attachments. Outdated financial proofs. These are the points where offices most often return with questions.
Foreign national data gaps
Passport mismatches, address issues, qualification doubts or prior status inconsistencies. If a visa or later residence card runs in parallel, contradictions surface quickly.
No monitoring after filing
Employers often assume that after registration they can only wait. In practice, correspondence and reply deadlines matter most after filing. An unanswered office request can freeze the case for months.
For the employer-side HR track, see also work permits for employees.
Employer versus candidate: who drives acceleration
Initiative usually sits with the employer
A voivodeship work permit is generally filed by the employer. The candidate provides data, but procedural communication usually runs through the company or its representative.
Why the candidate still cannot step aside
If a later work-based residence card is planned, permit conditions must match the migration pack. Otherwise a faster permit can still create problems at the next stage.
Dmitry, ONE PLUS specialist in business and HR processes, notes that when companies hire foreigners at scale, the failure is almost never one form. The contract, permit, ZUS registration and residence status fall out of sync. For the employee it looks like a sudden stop before day one.
Lawful tools that can move a file
Status map first
We check filing date, accepted documents, office requests, party replies, changes in employment terms and the current stage. Without that map you cannot choose between a soft letter and a complaint.
Pack update
Sometimes the case moves after a correct reply to an office request and updated attachments. That removes the cause of the stall; it is not a magic shortcut.
Formal acceleration request
A procedural tool at the administrative stage. The authority should respond and indicate the stage. If the office is still waiting for employer documents, the request may be premature.
Complaint and court review
When softer steps fail and grounds exist, we assess a court complaint. The court does not issue a work permit instead of the voivode. It reviews whether the authority handled the procedure lawfully. After a complaint the file often reactivates, but that still does not guarantee a timeline or a positive decision.
The soft-pressure logic resembles TRC acceleration, yet the subject is different: here the employer and employment terms sit at the centre.
Risks of DIY pressure
Emotional letters without legal structure, complaints without chronology, ignored prior office requests, starting work before a lawful basis, contract data that contradicts the application: all of that weakens the company. An early start on the job is especially costly.
A good strategy is active but precise. Close gaps in the file first, then increase procedural pressure.
How ONE PLUS helps
We help:
- review employer and foreign-national documents;
- find the real cause of the stall;
- prepare replies to office requests;
- draft letters and formal acceleration requests;
- assess grounds for a complaint;
- support a court track when justified;
- align the permit with a later residence card and HR process.
We work under contract from Wrocław. Businesses need a clear plan and risk control, not a slogan about “ten-day permits”.
A separate risk area is changing employment terms after filing. The company raises the wage, moves the branch address, changes the role or shortens the contract, while the office still holds the old data. Without an update the case can stall or enter another round of requests. Acceleration without refreshing the pack almost never works in that scenario.
Another common mistake is mixing a voivodeship permit with a simplified notification or another labour-market access track. Acceleration tools depend on which proceeding is actually open. That is why ONE PLUS first confirms the case type, voivodeship and stage, and only then proposes letters or a complaint.
If a voivodeship work permit has been pending too long, contact ONE PLUS. We will review the status and propose a realistic strategy. We will say clearly what can be done now, what should wait, and why the voivode still makes the final decision.
