Electronic Queue for Karta Pobytu in Wrocław and Poland

How It All Worked Before

Just a few months ago, applying for a karta pobytu in Wrocław meant dealing with two different websites and two separate steps. There was no guarantee of convenience in the process.

First, you had to register on przybysz.duw.pl and create your application there. Then — separately log into wizyta.duw.pl and submit a form to book a visit to the Urząd. Alternatively, those who didn’t want to navigate the online system would print out the application. They would then either send it by post or hand it in personally at the chancellery of the Voivodeship Office.

However, the system is changing so rapidly that parts of that information are already outdated. We track every update and regularly refresh our blog content. This way, you always have an accurate picture of what’s happening.

What’s Happening Right Now

Poland is fully transitioning the karta pobytu application process to online. The old system MOS 1.0 is going away, and the new system MOS 2.0 is taking over. Between them there is a short but critically important window. During this time, it’s very easy to make a costly mistake.

Here are all the key dates you need to know:

17 April 2026 — the old MOS 1.0 system shuts down permanently. At this point, access to previous logins, passwords and previously created applications will be closed with no possibility of recovery. The przybysz.duw.pl website has already not been accepting applications for several months. Now it ceases operations for good.

26 April 2026 — the last day a paper application can be accepted by the Urząd. This is a hard deadline. What’s crucial to understand: what counts is not the date you sent the application, but the date the Voivodeship Office actually receives it. If you miss it by one day, your application will be left without consideration.

27 April 2026 — launch of the new MOS 2.0 platform at mos.cudzoziemcy.gov.pl. From this point, everything is submitted in one place — no more juggling two different websites. The system covers three types of permits: temporary residence (pobyt czasowy), permanent residence (pobyt stały), and EU long-term resident status.

4 May 2026 — MOS 2.0 opens applications for the CUKR karta pobytu — a special permit for Ukrainian citizens with UKR status.

If MOS 1.0 Is Already Shut Down and You Need to Apply Urgently

This is the most critical situation many people may now be facing. MOS 1.0 is unavailable from 17 April, and the new MOS 2.0 doesn’t launch until the 27th. For ten days, there is no online submission option. What do you do?

The only option is a paper application filled out by hand.

Download the current form, fill it in manually, and choose your submission method. There are two options — and they differ significantly in terms of risk.

Option 1 — Submit Personally at the Urząd Chancellery

This is the only zero-risk option. You go to the Lower Silesian Voivodeship Office and hand your documents in at the chancellery. In this case, the submission date is the exact day you walk in. There are no transit delays, no uncertainty, and no unpleasant surprises.

If you have any possibility of getting to the Urząd in person — choose this option without hesitation.

Option 2 — Send by Post

This option works, but it requires understanding one critical rule: what matters is the date the Urząd receives your envelope, not the postmark date.

A letter within Poland can take one day — or it can take four. There’s no way to predict it. For instance, if you send your documents on 22–23 April, there’s a very real chance the envelope arrives on the 27th. In that case, your application will be rejected despite being sent on time.

If you do choose post — send with tracking, as early as possible, and allow the maximum possible time buffer.

⚠️ Remember this rule: if your envelope reaches the Urząd on 27 April or later — the application will not be considered. No exceptions. The date of sending has no legal significance.

The bottom line is simple: if you’re not confident the post will make it in time — don’t take the risk. Instead, go to the chancellery in person.

What Changes Technically in MOS 2.0

The new system isn’t just a different website. Along with the platform, the requirements for the documents themselves are also changing.

Photo. Forget about four paper prints at 35×45 mm. Now you need a single digital file in JPG format. It must have a minimum resolution 684×883 pixels, and the maximum size is 2.5 MB.

Documents. Everything is submitted digitally — either natively electronic or scanned copies of paper documents. Format — PDF. One file — no more than 10 MB, all files combined — no more than 50 MB.

Proof of submission. The physical stamp on the application is gone. Instead, you receive an electronic confirmation called UPO, issued after submitting through the platform.

Correspondence with the Urząd. All notifications, requests and decisions now come through the eDoręczenia system — the state electronic mail with full legal force. A critically important detail: a message is considered delivered automatically, even if you haven’t opened it. Also, if you miss a letter from the inspector, you miss the response deadline. And that’s already a procedural violation with serious consequences, up to and including rejection of your case.

CUKR Karta Pobytu: Specifically for Ukrainians with UKR Status

From 4 May 2026, MOS 2.0 opens applications for the CUKR karta pobytu. This is a three-year temporary residence permit created specifically for Ukrainian citizens who have been living in Poland legally for an extended period.

To obtain CUKR, you must simultaneously meet four conditions:

  1. Uninterrupted UKR status for at least 365 days
  2. UKR status must be active on the date of application
  3. UKR status must have been valid on 4 March 2025
  4. Possession of a valid identity document — a passport or other accepted document

If UKR status was granted after 4 June 2025 — the conditions for CUKR are not met, and submitting an application is not possible.

What to Do Right Now

If your legal stay is ending in the coming weeks — there is no time to waste. Therefore, you need to act today.

Assess your situation: if you can physically deliver documents to the Urząd before 26 April — submit your paper application immediately. If not — wait until 27 April and apply through MOS 2.0. However, make sure your legal status doesn’t lapse in the meantime.

Remember: every delay in submitting complicates your long-term legalisation in Poland. It also pushes back your ability to obtain an EU long-term resident card or Polish citizenship.
